Notice of Intent to Sole Source Requirement

The Department of Veterans Affairs, VISN 10 intends to negotiate a sole source order under

IAW FAR Overhaul (RFO) 12.102 procedures in support of VISN 10 Richard L. Roudebush Veterans Medical Center 1481 West Tenth Street Indianapolis, IN 46202-2884

The VISN 10 Optical Lab, currently utilizes the Satisloh North America HC6 system, which is an advanced automated coolant management system for high-volume ophthalmic lens manufacturing, designed to support the water cooling/filtration for the Satisloh optical lens fabrication system at the VISN 10 Optical Lab. The VA requires an upgraded Chip Separator which is a separate, peripheral machine that connects to the main HC6 coolant system via pipelines to separate lens chips and tape debris from the fluid; maximize water and coolant recovery and reuse; and discharge the debris automatically in bins or conveyors. Overall, the equipment is required to provide ophthalmic lens treatment to VA Patients.

Line 001 Manufacturers part No. 02-078-494. Two (2) each chip separator Dual EU, for use with existing pump station/Microseparator HC6 system (already owned by the government).

Line 002 Manufactures part No. 96-900-701. Complete, turn-key installation and delivery of above noted system modification, to include all necessary transportation, rigging and rigging equipment, old component(s) removal), electrical, air, and water modification, and all ancillary fittings and/or components necessary to have a fully operational chip removal system.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339115 Ophthalmic Goods Manufacturing. The FSC/PSC is

The vendor will be Satisloh North America, Inc. N 106 W 13131 Bradley Way Suite 200 Germantown, WI 53022.

A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 11am EST on December 15, 2025.
