Statement of Work (SOW)

To outline the tasks and responsibilities for supplying an Optical Coherence Tomography (OCT) System for the Bakersfield VA Clinic.

• Provide an OCT system that meets or exceeds specified physical, functional, and performance characteristics.

• The system must communicate seamlessly with existing and planned systems without disruption.

• The software must not interfere with other building software.

• Optical Coherence Tomography System (OCT):

  • Core technologies: cSLO, SD-OCT, Active Eye Tracking, Noise Reduction, Auto Rescan.
  • Minimum Multimodal Imaging: Retina, Glaucoma, Infrared-Reflectance (IR).
  • Light Sources: IR laser 815 nm and OCT-SLD 880 nm.
  • Specific scan field sizes and resolutions for standard, widefield, and ultra-widefield imaging.
  • OCT Retinal imaging requirements (A-scan rate, axial resolution, scan angle, depth).
  • OCT Anterior imaging requirements (scan width, depth).
  • OCT Angiography imaging requirements (high speed and high resolution modes).
  • Must include table functionality.
  • EMR connectivity required.
  • Specific physical dimensions: 25.20"D x 43.40"W x 42"H.

• Equipment Line Items:

  • OCT Systems with Active Eye Tracking/Tracking OCT System (quantity 1).
  • Widefield/ultra-widefield retinal imaging Lens.
  • OCTA Technology.
  • Anterior Segment OCT.
  • Widefield Imaging Module.
  • Software for advanced glaucoma diagnostics.

• Installation & Training:

  • One-time training provided at the time of installation.
  • Delivery and installation coordination with COR/POC.
  • Contractor to install and test all equipment.
  • Electronic copies of user and repair manuals required.

• Warranty: Standard manufacturer industry warranty required. Extended warranty not accepted.

• All items to be delivered and installed after receipt of purchase order by 8/1/2026.

• Normal duty hours: 8:00 a.m. - 3:00 p.m., Monday-Friday, excluding federal holidays.

• Debris removal daily from campus, disposed of per regulations.

• Place of Delivery: Bakersfield VA Clinic, 900 Old River Rd. Bakersfield, CA 93311.

• Delivery and Installation: By 8/1/2026.

• Waste materials and debris removal.

• Compliance with applicable State and Federal regulations for disposal.

• Noncontract charges require prior approval from the Contracting Officer.

• Payment upon receipt of a properly prepared invoice.

• Shipping for parts included in the cost of the contract.

Sources Sought Notice / Request for Information (RFI)

This document is a Sources Sought Notice, not a solicitation, issued by the Department of Veterans Affairs (VA), Regional Procurement Office-RPO West Contracting Office. Its purpose is to gain knowledge of potential qualified sources and their size classification for the procurement of an Optical Coherence Tomography System with Table, Training, and Installation for the VA Greater Los Angeles Healthcare System. The information gathered will be used for acquisition planning, and a solicitation may be published later.
