Scope of Work
The selected contractor will provide instrumentation capable of performing HbA1c testing, maintain a continuously stocked inventory of FDA-approved reagents, standards, controls, and supplies, and ensure emergency supply delivery. The contract requires a comprehensive CPT model covering equipment use, consumables, software licenses, maintenance, installation, training, and ancillary equipment. Key requirements include meeting minimum system specifications for accuracy, precision, throughput, safety, barcode reading, and technical features (e.g., HPLC/capillary electrophoresis for HbA1c). The contractor must also provide interface capabilities to the VA's Data Innovations Instrument Manager, perform method validation, offer comprehensive training, and provide preventative maintenance and repair services with defined response times (24/7 technical assistance, 4-hour onsite response, 24-hour parts delivery). All hardware and software must comply with VA Information Security requirements. Title to the equipment remains with the Contractor.

Submission & Evaluation
