This is a Request for Information (RFI) and Sources Sought notice, not a solicitation. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking information on potential sources capable of providing Reagents and consumables for VISN 22. The purpose is to gather market information for acquisition planning and to identify qualified sources and their size classifications relative to NAICS code 325413 (size standard of 1,250 Employees).

   • Possession of FSS GSA/NASA SEWP/NAC or other federal contracts (provide contract number).
   • Availability of sought items on existing schedules/contracts.
6. Capabilities Statement: Submit capabilities regarding salient characteristics and "equal to" items. Clear, compelling, and convincing evidence is required for "equal to" items to meet all salient characteristics.

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the tasks and responsibilities for providing infectious disease reagents, supplies, service, and maintenance for molecular testing laboratories within the Desert Pacific Healthcare Network (VISN 22).

• Reagents and Consumables: Provide reagents and consumables compatible with existing Cepheid GenXpert and Infinity Instrumentation for molecular infectious disease and oncology testing. Pricing should be on a cost-per-test basis.

• Assays Supported: MRSA, C. diff, CRE, MTB, RIF, CT/NG, Strep A, Vaginal Panel (BV, TV, Candida), Respiratory Panel (SARS-CoV-2, Flu A/B, RSV), FII/FV, BCR-ABL (p190 and ABL mRNA).

• Specific Products: Includes various Xpert® test cartridges, collection kits, and swabs.

• Service: Provide service for Cepheid Infinity and GenXpert Systems by authorized technicians. Service includes unlimited visits (M-F, 8 am-5 pm), 24/7 phone support, warranted repair parts, labor, preventive maintenance, emergency repair response within 24 hours (M-F), remote access, and factory updates.

• Locations: Consumables to be provided to clinical laboratories at VA Albuquerque, NM; VA Phoenix, AZ; VA Tucson, AZ; VA Prescott, AZ; VA San Diego, CA; VA Long Beach, CA; VA Loma Linda, CA; VA Los Angeles, CA.

• Service technicians must be Cepheid trained and certified.

• Response for emergency repairs within 24 hours of request (M-F).

• Customer Support Center available 24/7/365.

• Performance is for the VISN 22 facilities listed above.

• Service hours are generally Monday-Friday, 8:00 a.m. to 5:00 p.m. local time, with 24/7 support available. Coordination for work outside normal hours is required.

• Security: Vendor must comply with VA information and system security standards (FISMA, NIST, VA policies). All contractor personnel requiring access to VA computer systems must undergo a background investigation and receive favorable adjudication from the VA Security and Investigations Center (07C).

• Data Protection: All government data must be protected behind an approved firewall. Security violations must be reported immediately.
