This document outlines the Preservation, Packaging, Packing, and Marking Requirements for items related to requisition/contract/order number N0038326PR0R668. It specifies the standards and methods to be used for preparing items for shipment and storage.

• General Requirements: All applicable specifications are of the issue in effect on the date of the invitation for bid or original negotiation. Packaging terms are defined in MIL-STD-2073-1E, and marking shall be in accordance with MIL-STD-129.
• Reusable NSN Containers: Specific requirements for using reusable containers based on the item's NSN and Country of Goods (COG) Code.
  • Maritime material (COG Codes "7E", "7G", "7H") requires contractor-furnished material (CFM).
  • Aviation material (COG Codes "7R", "6K", "0R") generally requires government-furnished material (GFM), with specific procedures and lead times (90 days for new procurements, 30 days for repair contracts) for requesting GFM via email to usn.philadelphia.navsupwssphil.mbx.navsupcrf@us.navy.mil. Fast pack containers are not provided as GFM.
  • Foreign Military Sales (FMS), Joint Program Office (JPO), or other Foreign Forces Acquisition require CFM.
• Item Specifics: Details for specific item numbers (COG-NSN-SMIC) including HAZMAT, Preservation Method, Preservative Material, Wrapping Material, Cushioning Material and Thickness, Unit Container, Level of Protection, Intermediate Container, Special Marking, Packing Code, and Shelf Life.
• Supplemental Instructions: Specific instructions for certain items, such as "Z=1.5" OF "GH" CUSH. BTWN BARRIER BAG AND UC."

Bidders must carefully review these requirements to understand the exact specifications for preservation, packaging, packing, and marking. Failure to comply with these detailed instructions, including the correct use of specified materials and adherence to GFM/CFM policies for reusable containers, could lead to non-compliance and impact contract performance and payment. The lead times for requesting GFM are critical for planning.

Solicitation / RFP / RFQ

This solicitation is for the sole source repair of two (2) units of DISPLAY UNIT, FLIGHT, National Stock Number (NSN) 7R 6610 015687028, Part Number 267A740-3. The government does not possess sufficient data to contract with an alternative source. The acquisition is subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement.

• Repair of Display Unit, Flight (NSN: 7R 6610 015687028).

• Items require Government Source Approval prior to award.

• Marking and packaging must comply with Best Standard Commercial Packaging for Overseas Shipment.

• Preservation, packaging, packing, and marking requirements are detailed in Section D.

• Items are subject to specific quality assurance provisions outlined in Section E.

• Contract type: Firm Fixed Price.

• Period of Performance: Induction period is 365 calendar days from contract award, with a potential extension of an additional 365 days.

• Option Pricing: Proposed option pricing for a maximum of 10 units over the entire contract period.

• Separate pricing is required for the second year if it differs from the first 365 days.

• Offerors must submit information as detailed in the NAVSUP WSS Source Approval Brochure to be considered for award.

• Offers that fail to provide all required data will not be considered.
