Justification & Qualification
The proposed contract action is for supplies requiring engineering source approval by the design control activity to maintain quality. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) necessitate acquisition from approved sources. The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data not economically available to the Government, which is essential for maintaining part quality. An alternate source must qualify in accordance with the design control activity's procedures, approved by the cognizant Government engineering activity. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirement(s) at the time of award, in accordance with FAR clause 52.209-1.

This notice is not a request for competitive proposals. However, all proposals received within 45 days of publication will be considered. A determination not to compete is solely at the Government's discretion. Information received will primarily determine if a competitive procurement is feasible. Based on market research, FAR Part 12 (Acquisition of Commercial Items) is not being used, but interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of this notice.
