Quick Summary
The Department of the Interior, specifically the BUREAU OF SAFETY AND ENVIRONMENTAL ENFORCEMENT (BSEE), has issued a Special Notice regarding a Sole Source Justification for a Water-Quality Monitoring System. This acquisition, under GSA Schedule 47QSMS26D0027, is for a continuous, real-time water-quality monitoring system with full turnkey SCADA integration for the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility. Firms believing they can meet the requirements may submit a capability statement. Responses are due by June 22, 2026.
Scope of Work
The requirement is for a comprehensive water-quality monitoring system, including:
- Continuous, real-time multi-parameter monitoring (pH, conductivity/salinity, turbidity, dissolved oxygen, chlorine/chloramine, ammonia, etc.).
- Turnkey SCADA integration using protocols like Modbus TCP/IP or OPC-UA.
- Automated fouling mitigation and self-cleaning features.
- SCADA-compatible alarm and threshold logic.
- Engineering deliverables: I/O point lists, updated network/diagram documentation, and integration testing plans.
- Onsite installation, commissioning, operator training, and technical documentation.
Contract & Timeline
- Type: Special Notice (Sole Source Justification for a GSA MAS order)
- Justification: GSAM/R 538.7104-3(b)(1) due to unique/highly specialized requirements.
- Estimated PoP: 180 days After Receipt of Order (ARO).
- Response Due: June 22, 2026, 1:00 PM EDT
- Published: June 05, 2026
Eligibility & Evaluation
This is a noncompetitive justification identifying Hach Company as the sole source due to their proven track record, validated SCADA compatibility with Ohmsett's systems, demonstrated performance in harsh environments, and ability to provide single-vendor accountability. However, BSEE will post the Request for Quotation (RFQ) on GSA eBuy to allow any GSA Schedule contractor capable of meeting the performance-based minimum requirements to submit a proposal. Firms interested in challenging the sole source determination should submit a capability statement to william.rilee@bsee.gov.
Additional Notes
This action follows DOI's RFO deviation framework, utilizing GSAM/R Part 538 instead of FAR 8.405-6. Pricing is considered fair and reasonable based on Hach's pre-negotiated GSA MAS prices and alignment with the Independent Government Cost Estimate (IGCE).
