This document is a combined synopsis/solicitation for commercial services, specifically for repairs and maintenance inspections on two (2) Utility Terrain Vehicles (UTVs) assigned to the 66 TRS. This announcement serves as the only solicitation, and a separate written solicitation will not be issued. The acquisition is a 100% set-aside for Small Business concerns.

• Provide all personnel, equipment, tools, parts, materials, supervision, and other non-personal services necessary for the required repairs and maintenance inspections on two (2) UTVs.

• The work will be performed in accordance with the Statement of Work (SOW).

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: To be determined based on actual lead time in Calendar Days from Date of Award.

• Estimated Value: Not explicitly stated, but pricing is required for all CLINs.

• Pricing Submission: Vendors must complete the attached Pricing Schedule (Attachment 2), inputting firm fixed prices per UTV repair. Unit prices should not exceed two decimal places. Standard parts markup percentage and shop labor rate for over-and-above repairs must also be provided.

• This acquisition is a 100% set-aside for Small Business concerns.

• All prospective offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov.

• NAICS Code: 81111 “General Automotive Repair” with a size standard of $9M.

• Questions Due Date: 18 June 2026 / 10:00 AM PT.

• Offerors agree to hold prices firm for 60 calendar days from the date specified for receipt of offers.

• Attachments include: Statement of Work, Pricing Schedule, Wage Determination, and Air Force Specific Terms and Conditions.

Statement of Work (SOW)

To restore two damaged Utility Terrain Vehicles (UTVs) – a 2017 Polaris RZR and a 2026 Polaris Xpedition Adv – to a high state of operational readiness and safety. This is to support the 66th Training Squadron's (66 TRS) SERE Specialist Training School at Fairchild AFB, WA.

• Provide all necessary personnel, equipment, tools, parts, materials, and supervision for repairs.

• Perform repairs in compliance with Original Equipment Manufacturer (OEM) specifications, industry best practices, and applicable regulations.

• Identify and address any outstanding OEM recalls.

• Dispose of all waste and debris generated during repairs.

• UTV 1 (2017 Polaris RZR, VIN# 3NSVCE877HH014957): Specific parts to be replaced include ECM, CHASSIS HARNESS, BOLSTER, and BOLT.

• UTV 2 (2026 Polaris Xpedition Adv, VIN# 3NSGZW998TM198870): Specific parts to be replaced include ROTOR-BRK, ASM-UCA, ASM-LCA, SPIRAL RING, SCR-HXFL, NUT-HXFL, WASHER-FL, TIE-ROD, NUT-FLG, SHOCK-FRONT, ASM-WHEEL HUB, STUD-WHEEL, ASM-KNUCKLE, BEARING-BALL, RING-RETAINING, K-HALFSHAFT, FLARE-FRONT, RIVET-TUFLOK, ASM-HINGE, K-ACCY WNDSLD GLS TIPOUT, RIM, and K-FRAME.

• Over-and-Above Repairs: Any repairs beyond the initial scope require immediate notification to the Government Point of Contact (POC) and formal written approval from the Contracting Officer before proceeding.

• Repairs to be completed at the Contractor's place of business on a mutually agreeable schedule.

• Government responsible for transporting UTVs to and from the Contractor's facility within a 50-mile radius of Fairchild AFB, WA. Transportation beyond 50 miles is at the contractor's expense.

• Government POC will inspect work for safety, quality, and completeness.

• Both UTVs will be physically tested for full operability before final Government acceptance.

• Contractor shall promptly notify the Government POC when repairs are complete and UTVs are ready for pick-up.
