Quick Summary
This is an Award Notice for the procurement of Automated Cytology CPT (Cytology Preparative Technology) equipment for the Department of Veterans Affairs (VA), James A. Haley Veterans' Hospital in Tampa, Florida. The procurement was justified as a sole-source award to Hologic, the proprietary manufacturer of the required ThinPrep systems.
Purpose & Justification
The procurement of the ThinPrep T5000 Processor and ThinPrep Genesis with slide printer was deemed an urgent and compelling need due to an emergency situation and the critical role these systems play in Pap smear preparation for detecting cervical cancer and other cytologic diagnoses. Failure to acquire these systems expeditiously posed an unacceptable risk to patient life, health, and safety. Market research confirmed Hologic as the sole proprietary manufacturer and domestic distributor of the required systems, justifying the sole-source award in accordance with RFO FAR 12.102(a).
Scope of Work
The requirement includes providing:
- Automated cytology processing systems: Hologic® ThinPrep 5000 Processor and Hologic® ThinPrep Genesis with slide printer.
- Necessary reagents and consumables: For system operation, including calibration, linearity testing, controls, and disposables.
- Training: On- and/or off-site for end-users and key operators.
- Delivery and Installation: At no additional charge.
- Maintenance coordination and supply procurement. The estimated annual processing volume is 2,000 GYN (ThinPrep Pap Tests) and 7,000 ThinPrep Non-Gynecological specimens.
Performance Standards & Special Requirements
Equipment must be new, FDA-approved, and meet specific technical requirements. Reagent quality must meet proficiency testing standards (CAP, Joint Commission). Preventative maintenance is required within 2 weeks of the due date, and technical support must respond within 3 days (on-site) or 24 hours (telephone). The system will not interface with the VA network. The contractor is responsible for all shipping costs, emergency supply delivery within 24 hours, and compliance with VA information security and privacy regulations.
