Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a purchase contract for the provision and installation of one Advanced Instruments Osmo1 Single-Sample Micro-Osmometer for the Clinical Chemistry Laboratory at the Central Arkansas Veterans Healthcare System (CAVHS). This instrument is required for measuring osmolality in various bodily fluids to support patient care and meet regulatory requirements.

• Provide, transport, install, and test one Advanced Instruments Osmo1 Single-Sample Micro-Osmometer (or equal).

• The instrument must be a benchtop, single-sample microosmometer using the freezing point depression method.

• Key specifications include: sample volume of 20 microliters or less, measuring range of 0–2000 mOsm/kg H₂O, resolution of 1 mOsm/kg H₂O, throughput of at least 20 patient samples per hour, integrated touchscreen, barcode scanner, and thermal printer.

• The contractor shall furnish all necessary materials, parts, tools, and services for delivery and installation.

• Provide initial consumables and accessories for installation, validation, and approximately one month of routine testing.

• Perform onsite training for designated Clinical Chemistry and Biomedical Engineering staff.

• Provide complete operator and technical/service manuals, along with manufacturer-recommended maintenance schedules.

• Instrument must operate according to manufacturer's specifications upon completion of installation.

• Contractor must assist with the site's verification/validation process.

• Onsite training must cover routine operation, calibration, quality control, and basic maintenance.

• Delivery: Central Arkansas Veterans Healthcare System (CAVHS), 2200 Fort Roots Drive (Building 182), North Little Rock, Ar. 72114.

• Final Installation Location: CAVHS, Pathology & Laboratory Medicine Service – Clinical Chemistry Laboratory, 4300 W. 7th St. Little Rock, AR 72205.

• Installation work to be completed between 8:00 a.m. and 4:30 p.m., Monday through Friday, excluding Federal holidays, unless otherwise coordinated.

• A minimum one-year manufacturer's warranty on all parts and labor is required, starting upon completion of installation and acceptance.

• Contractor personnel must comply with all CAVHS infection control, safety, and access requirements.

• Security requirements related to VA networks, information systems, and data confidentiality must be adhered to.

• Contractor is responsible for protecting VA property and repairing any damage caused during work.

Sources Sought / Request for Information (RFI)

This notice is a Sources Sought/Request for Information (RFI) issued by Network Contracting Office (NCO) 16 to gauge contractor interest and capabilities for the purchase, delivery, and installation of one Brand Name or Equal Advanced Instruments Single-Sample Micro-Osmometer for the Central Arkansas Veterans Healthcare System (CAVHS). The government is conducting market research to determine industry interest, contractor capabilities, qualifications, compliance with regulations (Nonmanufacturer Rule, Buy American Act, Trade Agreement Act), and to estimate pricing.
