The analyzers and assays must be FDA-approved or authorized under EUA, CLIA-waived, rapid, PCR-based, and interfaced for point-of-care use. Instruments should be compact (approx. one cubic foot footprint) and connect to VistA/CPRS via RALS middleware for electronic transmission of results. A secure information management system compatible with VISN12 computer systems is also required. The vendor must provide comprehensive support, including delivery, installation, validation, training, preventative maintenance, emergency repairs, and a 24-hour replacement program for malfunctioning units.

Contract Details

  • Contract Type: Single Award, Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ).
  • Period of Performance: A base year from August 1, 2026, to July 31, 2027, plus four (4) one-year option periods.
  • Minimum Guarantee: $115,000.00
  • Ceiling Amount: $800,000.00
  • Set-Aside: Unrestricted.

Submission & Evaluation

Proposals will be evaluated based on Technical Capability and Price using a comparative evaluation process (FAR 13.106-2(b)(3)). The Government will determine the best benefit. Offerors must submit their best technical solutions and prices, providing evidence of FDA approval, CLIA waiver, instrumentation capabilities, assay menu, service plans, and implementation plans. Delivery and installation must occur no later than 30 days after receipt of the Notice of Award/Purchase Order.
