Statement of Need

To procure a replacement flow cytometer system for the Rocky Mountain Regional VAMC Pathology & Laboratory Medicine Service to support specialized testing in immunology and hematopathology, including critical tests for HIV disease management (CD4 cell count) and diagnosis/management of leukemias and lymphomas.

Procurement of one (1) Becton Dickinson FACSLyric IVD flow cytometer system, including:

• FACSLyric 3L12C Instrument US-IVD

• Computer Bundle, Microsoft Office 2021, Printer, Monitor, Scanner

• Reagent tanks, tube racks

• FACSLyric Universal Auto Loader US-IVD

• Various consumables including CST beads, dilution buffer, cleaning solution, sheath fluid, and multiple BD FC Beads kits (7-Color, BV605, BV786, APC-H7, V500-C, V450, BV711, B510, BV421, APC-R700)

• Software modules (FACSuite Multitest 4c & 6c Assay USIVD, Assurity Linc RSS)

• BD FACS Lyse Wash Assistant

• Two (2) units of Clinical Training - BD FACSLyric Operator Course

• System must be 10 colors.

• System must have automated optical laser alignment.

• Connections and software must be compatible with currently installed computers and the Data Innovations (DI) platform.

• Must have bidirectional LIS connectivity for flow cytometry software and unidirectional for sample preparation software.

• Must support various BD flow cytometry software applications.

• Delivery to: Rocky Mountain Regional VAMC, 1700 N Wheeling St, Aurora, CO 80045.

• Coverage includes all available software upgrades at no additional charge.

• On-call troubleshooting services for instrument connections are required Monday through Friday, 6 am – 6 pm MST (excluding Federal Holidays).

This is a combined synopsis/solicitation (RFQ) for the purchase of Flow Cytometer Equipment for the Rocky Mountain VA Regional Medical Center. The government intends to award a firm-fixed-price contract. This announcement serves as the only solicitation; no separate written solicitation will be issued.

• Period of Performance: Estimated from 07-01-2026 to 06-30-2027 for all line items.

• Delivery: F.O.B Destination to Rocky Mountain Regional VA Medical Center, Aurora, CO.

• Questions Deadline: 4:00 PM MT, 05/22/2026. All questions must be submitted in writing and will be answered via solicitation amendment.

• Quote Submission Deadline: 4:00 PM MT, 05/29/2026. Quotes must be emailed to Lindsey.Zwaagstra@va.gov (4MB email limit). Faxed or hand-carried quotes will not be accepted.

• Submission Volumes:

  • Volume I: Technical capability demonstrating compliance with the Statement of Need (SON).
  • Volume II: Price, completing the provided pricing schedule.
  • Volume III: Past Performance (up to two recent and relevant references, including completed Past Performance Questionnaires).

  3. Past Performance.

• Award Basis: The contract will be awarded to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors, using comparative analysis. Award will be made on an "All or Nothing" basis.

• Set-Aside: This solicitation is unrestricted.
