Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a Pipette Calibration Instrument for the Pathology & Laboratory Medicine (P&LM) service at the Overton Brooks VA Medical Center. This instrument is essential for maintaining the accuracy and precision of pipettes used in specimen testing, which is required biannually by Clinical Laboratory Improvement Amendment (CLIA) regulations.

• Procurement: A complete Pipette Calibration Instrument system including a portable computer, label printer, printer cassette, associated software, digital user guide, calibration kit with software activation code, startup QualAssure solutions, and a pipette calibration plastics kit.

• Services: The selected vendor must provide on-site installation and user training.

• Warranty: A 1-year warranty covering parts and labor is required.

• Customer Support: 24/7/365 phone support for technical assistance.

• Technical Support: Timely provision of software technical support.

• Deliverables: Execution of all tasks and deliverables as stated in the scope.

• Period: Date of Award through one-year warranty. The warranty begins 10 days after equipment shipment.

• Place: Pathology & Laboratory Medicine Service, Overton Brooks VA Medical Center, 510 E. Stoner Ave, Shreveport, LA 71101.

• Installation & Training: Vendor to perform on-site installation and provide hands-on training.

• Product Substitution: No substitutions accepted without prior written approval from P&LMS and the Contracting Officer.

• Changes/Modifications: Contractor must notify the Contracting Officer in writing of any product modifications, removals, or recalls.

• Defective Products: Contractor must replace or reimburse for recalled/defective products at no cost to the Government.

• Site Conditions: Compliance with VA directives for information systems, including FISMA, HIPAA, NIST, and FIPS standards. Work and deliveries must occur during clinical hours (Monday-Friday, 8:00 am - 4:30 pm CST), excluding federal holidays.

• Access Codes: Vendor must have proprietary administrator-level access codes for service and maintenance.

• Infection Control: Adherence to local infection control procedures.

• Property Protection: Contractor is responsible for protecting all items and repairing/replacing any damaged property.

• Delivery: To Overton Brooks VA Medical Center Warehouse, 510 E. Stoner Ave, Shreveport, LA 71101. Deliveries must include a delivery ticket with specific vendor and order details. Vendor is responsible for shipping expenses.

• Payment: Monthly invoicing to the VA Financial Service Center. Payments made in accordance with the Prompt Payment Act.

Sources Sought Synopsis

This notice is a Sources Sought Synopsis to determine the availability of potential sources capable of providing a Pipette Calibration Instrument for the Overton Brooks VA Medical Center (OBVAMC) in Shreveport, LA. This is for market research purposes only and is not a solicitation announcement. The government is seeking information on qualified sources and their business size classifications.

Statement of Capability: A brief statement (5 pages or less) detailing your capability to provide a Pipette Calibration Instrument, including an authorized letter to perform services or provide requested supplies.
