Statement of Work (SOW) / Performance Work Statement (PWS)

The Veterans Service Integrated Network (VISN) 8 VA Sunshine Healthcare Network intends to establish a long-term Cost Per Test (CPT) agreement for Automated Capillary Serum and Urine Electrophoresis Analyzer Systems, including reagents, consumables, equipment service, and maintenance.

• Provide automated capillary serum and urine electrophoresis instrumentation, reagents, consumables, and equipment service/maintenance.

• Support five VA locations: Tampa, Orlando, West Palm Beach, Miami, and San Juan, PR.

• The Cost Per Test (CPT) model includes equipment use, all reagents and consumables, maintenance (preventive and emergency), and training.

• Delivery, installation, and removal of equipment are included at no additional charge.

• Instrumentation must meet performance characteristics for accuracy and precision as defined by CLIA and CLSI.

• Key tests include Serum Protein Electrophoresis (SPEP), Serum/Urine ImmunoTyping (IT), and Urine Protein Electrophoresis (UPEP), with estimated annual volumes provided for each facility.

• Instrumentation must be FDA approved and available on the contractor's FSS Contract.

• Bi-directional LIS connectivity with host query through laboratory middleware software is required.

• Equipment must maintain or reduce labor requirements and improve operational efficiency and turnaround times.

• Equipment must achieve an effectiveness level of 90% or more during a 30-day acceptance period.

• Equipment must maintain an uptime of 90% each month.

• Response time for emergency repairs is a maximum of 24 hours, with 24/7 telephone support available.

• The agreement is intended to be long-term, with an initial period of 04/01/2026 - 03/31/2027, plus option years.

• Performance will occur at the five specified VA healthcare facilities.

• Implementation must be completed no later than 90 days after award.

• Contractors must provide training for VA personnel.

• Equipment must be maintained in good operating condition, including preventive maintenance.

• Upgrades to hardware and software must be provided at no additional charge.

• Compliance with VA information security, privacy, and records management policies is mandatory.

• Hazardous waste characterization and disposal must comply with federal, state, and local regulations.

Notice of Intent to Award as Sole Source

The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), intends to award a Firm-Fixed Price contract to Sebia, Inc. for Electrophoresis Testing equipment, reagents, standards, controls, supplies, and disposables for VISN 08 locations. This is not a request for competitive offers, and no solicitation is currently available.

Market research indicates that Sebia, Inc. is the only source capable of meeting the agency's specialized requirements without unacceptable delay or cost duplication. Specifically, Sebia's electrophoresis system is believed to be the sole provider of a system with proprietary software that can natively access, trend, and graph existing electrophoresis result files (stored in PHORESIS format) without data conversion. This capability is crucial for longitudinal comparison and accurate clinical interpretation, which alternative platforms cannot replicate.

Four VISN 8 facility laboratories currently utilize the Sebia platform, ensuring compatibility and streamlined workflows.
