Quick Summary
The Department of Veterans Affairs (VA) NCO 19 has issued an Intent to Sole Source notice for PAR Bin Systems & Support Services. The VA plans to award a purchase order to PAR Excellence Systems, Inc. to complete and expand a previously procured weight-based inventory management system at the Salt Lake City Healthcare System (SLCHCS).
Purpose & Background
This notice signifies the VA's intent to award a sole source contract to PAR Excellence Systems, Inc. for the completion and expansion of a PAR Excellence weight-based automated inventory management system. The initial system at SLCHCS was not fully installed due to unforeseen circumstances, including flood damage, construction delays, and subcontractor issues. This procurement aims to finalize and enhance the existing system to reduce labor burden, stock-outs, and supply costs.
Scope of Work
The requirement is for a turn-key completion and expansion of a free-standing, weight-based Point-of-Use (POU) inventory system. This includes providing all necessary bins, scales, accessories, hardware, software, parts, labor, and training. The system must be fully integrated into the existing PAR Excellence network and interface with the Generic Inventory Package (GIP) within IFCAP. Installation will occur at the Salt Lake City VA Medical Center and multiple secondary VA facilities across Utah and Idaho, including Cache Valley, Elko, Idaho Falls, Ogden, Orem, Pocatello, Price, Roosevelt, South Jordan, and St. George. The contractor is also responsible for debris removal.
Key Requirements
The system must be weight-based, accurate, capable of handling diverse products, and provide real-time inventory visibility. It should feature automated depletion tracking, pick ticket generation, and comprehensive reporting on inventory levels, consumption, and PAR analysis. The software must be intuitive, web-based, support unlimited users, and include automatic upgrades. Installation involves phased deployment, site readiness verification, calibration, configuration of PAR levels, user permissions, and GIP/IFCAP integration validation, followed by functional and accuracy testing. Hands-on and classroom training on system operation and troubleshooting are also required.
