Submission Requirements
Vendors must submit a proposal including:

- Completed Section C.5 VAAR 852.219-75 (VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction).
- Completed Section B.2 Price/Cost Schedule.

Evaluation Criteria
Proposals will be evaluated on Technical, Past Performance, and Price.
- Technical and Past Performance combined are considered somewhat more important than Price.
- Technical: Evaluated for completeness (all CLINs included and priced) and satisfaction of technical requirements (allowing for "same as or equal" substitutions with parameters/narrative). Unacceptable technical proposals will not be further evaluated.
- Past Performance: Vendors may submit up to three contracts awarded within three years. CPARS records will be reviewed. A neutral rating will be assigned for unknown past performance. Unacceptable past performance will render the entire proposal unacceptable.
- Price: Award will be made on the basis of the lowest evaluated price among quotations meeting acceptability standards for non-cost factors.
Eligibility
This is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be certified SDVOSBs and listed in the SBA certification database at the time of offer and award. Vendors must be registered in SAM.gov with an active profile.
