Scope of Work

The contractor will be responsible for:

  • Supplying medical-grade liquid bulk oxygen.
  • Providing, installing, and maintaining contractor-owned bulk oxygen tank(s) (minimum 2850-gallon main, 328-gallon reserve) and back-up tanks, with installation within 90 days of contract effective date.
  • Installing a solar-powered digital indicator and telemetry monitoring system at the bulk site.
  • Providing in-service training on refill procedures, maintenance, and emergency shutdowns.
  • Maintaining 24/7 emergency contact availability.
  • Conducting annual alarm set-point testing and providing written verification.
  • Verifying gauge accuracy on contractor-owned tanks before first filling.
  • Delivering oxygen on an as-required basis with 24-hour notice or mutual agreement.
  • Monitoring all deliveries by a qualified technical representative and providing signed delivery documents.
  • Performing emergency delivery and/or repairs within 24 hours of Government notification.
  • Ensuring compliance with FDA's Current Good Manufacturing Practices (CGMP), USP standards, NFPA 50, NFPA 99, and OSHA standards.
  • Providing a valid certificate of analysis with each delivery.

Contract & Timeline

  • Contract Type: Firm-Fixed-Price, Indefinite Quantity.
  • Period of Performance: A base year (July 1, 2026 - June 30, 2027) plus four option years.
  • Estimated Quantity: 60,000.00 Gallons of Bulk Liquid Oxygen per year.
