Quotations will be evaluated based on the following factors:

This may include contracting officer knowledge, customer surveys, past performance questionnaires, and the Contractor Performance Assessment Reporting System (CPARS).
• Price: Total of all line item prices.

The Government will use a comparative evaluation process, comparing quotations to determine the best benefit. The Government reserves the right to consider quotations other than the lowest price if they offer additional benefits. Quotations must meet minimum requirements, and alternate quotations are not requested or accepted.

This is a combined synopsis/solicitation for commercial products and services for Campus Propane Delivery to the VA Maine Healthcare System at 1 VA Center, Augusta, ME 04330. The VA is seeking a qualified vendor to provide propane delivery services for heating, generators, cooling, and cooking needs at the Togus VA Medical Center.

• Provide propane delivery to 14 locations on the VA Maine Healthcare System campus.

• Vendor must provide and install appropriately sized propane tanks.

• Vendor must coordinate tank installation with the Contracting Officer Representative (COR) to minimize disturbance.

• Tanks must be fully functional by the end of each day.

• Vendor is responsible for all required tank inspections during the contract period.

• Vendor must maintain tanks and fuel lines up to the regulator; the VA is responsible for lines from the regulator into the building.

• Vendor must install remote monitoring equipment for tank levels.

• Deliveries must be scheduled to avoid uninterrupted service and be available on an as-needed basis for emergencies.

• Emergency fuel deliveries must be filled within 24 hours of order placement.

• Provide a certification for each shipment detailing supplier name, delivery date, and volume per location.

• Submit a comprehensive Spill Prevention & Response Plan for approval.

• Estimated annual propane usage is 33,000 gallons.

• Period of Performance: Base year with one (1) option year, contingent on satisfactory performance.

• Contract Type: Firm Fixed Price.

• Submission Deadline: May 19, 2026, 5:00 PM Eastern Time.

• Quotes must include a firm fixed price, completed Limitation of Subcontracting, technical capabilities outline, and agreement with solicitation terms.

• Evaluation Factors: Technical, Past Performance, and Price.

• Award will be made to the responsible vendor whose quotation is technically acceptable and offers the most advantageous approach to the Government, considering price and other factors.

• Questions Deadline: May 11, 2026, 5:00 PM EST.

• This procurement is a Total Set-Aside for Verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)". It tailors these instructions for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 within this solicitation.
