Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a contract for the supply and rental of medical grade gases and associated cylinders to support the Research and Development Department at the Atlanta VA Medical Center.

• Provide medical grade gases including, but not limited to, Liquid Nitrogen (various types and purities) and Carbon Dioxide (various types and purities), and Oxygen.

• Supply medical gas cylinders, including rental of various sizes (A through E, and larger liquid containers).

• Deliver gases and cylinders to specified locations within the Atlanta VA Health Care System, Research Department, 5th floor.

• Perform preventative maintenance on both Government and Contractor owned cylinders.

• Provide annual training on proper filling procedures for onsite personnel.

• Ensure uninterrupted supply of gases to the Medical Research Department.

• All medical gases must conform to United States Pharmacopeia and National Formulary specifications.

• Manufacturers and fillers must be FDA registered and comply with Current Good Manufacturing Practice (CGMP) regulations.

• Compliance with Federal Specification BB-C-101D, CGA Publications G-7 and G-7.1, and all applicable Federal, state, and local regulations is required.

• Contractors must provide verification of FDA and state licensing/certifications annually, and reseller agreements if not the manufacturer.

• Deliveries are required twice per month (first and third full weeks) to designated points of use.

• Deliveries are to be made Monday through Friday, 8 AM - 12 PM, excluding federal holidays.

• Contractor must swap out old tanks upon delivery.

• Provide signed and dated invoices at each delivery, counter-signed by facility representative.

• Performance Period: Five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with no options.

• There will be a 30-day period between contract award and the effective start date.

• Place of Performance: Atlanta VA Health Care System, Research Department, 1670 Clairmont Road, Decatur, GA 30033.

• Cylinders must comply with Department of Transportation (DOT) specifications and FDA regulations.

• Cylinders must be marked, labeled, and color-coded according to CGA publications.

• Contractor is responsible for maintenance and testing of contractor-owned cylinders.

• Lost or damaged contractor-owned cylinders in government possession are subject to liability at prevailing market rates.

• Annual cylinder inventory audits will be conducted by the Facility POC, requiring contractor presence.

• Computer/VA Network access is not required.
