Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a contract for the supply of medical cylinder gases to the VA Greater Los Angeles Medical Center at the West Los Angeles (WLA) and Sepulveda (SEP) Campuses.

• Provision of various medical cylinder gases, including but not limited to Liquid Nitrogen (various types/purities), Argon Gas, Compressed Air, Carbon Dioxide (various types/purities), and Oxygen.

• Gases must conform to United States Pharmacopeia and National Formulary specifications.

• Manufacturers and fillers must be FDA registered and comply with FDA's Current Good Manufacturing Practice (CGMP) regulations.

• Compliance with Federal Specification BB-C-101D (Carbon Dioxide) and Compressed Gas Association (CGA) publications is required.

• Contractor must provide verification of FDA and state licensing/permits annually, or provide manufacturer's documentation if not the manufacturer.

• Delivery to specific lab locations within WLA and SEP campuses, with potential for additional locations in the Greater Los Angeles area.

• Contractor is responsible for swapping out old tanks upon delivery.

• Emergency orders must be filled within 24 hours of notification.

• Invoices are to be submitted monthly.

• All products, equipment, and services must comply with applicable Federal, state, and local regulations.

• Licenses, certifications, and insurance must be provided within 10 days of contract award and updated annually.

• Material Safety Data Sheets (MSDS) to be provided upon request.

Solicitation / RFP / RFQ

Questions & Answers / Clarifications

This document provides clarifications and answers to vendor questions regarding the solicitation for medical and compressed gases.

• Gas Item Details: Clarification is provided on seven gas items (CLINS 0008, 0009, 0005, 0006, 0007, 0012, 0015) not fully detailed in the SOW. Bidders need to confirm which labs use these gases, tank ownership (VA or Rented), and estimated frequencies. Specific details on tank sizes (160L vs. 180L), grades (Medical vs. Industrial), and pressures (PSI) for various nitrogen and carbon dioxide gases have been confirmed.
• VA Owned Tanks: The VA currently owns 18 K-size CO2 tanks, 12 K-size O2 tanks, 12 E-size O2 tanks, 1 T-size custom mix tank, and 1 K-size custom mix tank. This information is critical for offeror planning.
• Hydrostatic Testing: Hydrostatic testing of Government-Owned (GOV) cylinders is not included in this requirement.
• Emergency Delivery: The business, not the Government, must determine how to account for pricing related to emergency deliveries. Offeror-created CLINS are not permissible.
• Licensing & Compliance: Contractors must comply with all applicable federal, state, and local regulations, including licensing, throughout the contract term. Verification of manufacturer licensing is required annually. The contractor must maintain all federal, state, and local licenses and FDA certifications.
