The information requested regarding medical gas delivery will be used to determine whether sufficient SDVOSB/VOSB/small business concerns exist who are capable of performing the work required by this procurement. FAILURE TO PROVIDE THE REQUESTED INFORMATION OR ANSWER ANY QUESTION WILL BE UNDERSTOOD BY VA TO BE A STATEMENT THAT THE VENDOR RESPONDING TO THIS NOTICE IS UNABLE TO PROVIDE THAT PARTICULAR SERVICE OR COMPLY WITH THAT REQUIREMENT.
The Department of Veterans Affairs, RPO-E Research and Development has a requirement for Medical Gas Delivery for the VA Greater Los Angeles Healthcare System: West Los Angeles VA Medical Center. Potential Sources shall respond with their ability to provide these services as outlined in the draft Statement of Work and Salient Characteristics (attached).
The North American Industry Classification System (NAICS) code being considered for this procurement is 325120 Industrial Gas Manufacturing, and the Product Service Code (PSC) is 6835 Medical Gases. The Small Business Size Standard is 1200 Employees. Responses to this notice shall include the following:
1. Company name
2. SAM UEI number
3. Company s address,
4. Point of Contact information (i.e. title, phone number and email address)
5. Indicate if you are a manufacturer or nonmanufacturer of medical gas.
a. If you are a nonmanufacturer, provide your agreement with your medical gas manufacturer(s) which demonstrates that you have the authorization to resell medical gas and to rent the medical gas cylinders.
6. If you are a small business, the non-manufacturer rule may apply to an RFQ posted for this acquisition. An SBA class waiver is available. Please indicate for (i) through (iii) your ability to comply with the following (as applicable to Small Businesses):
a. Company size does not exceed 500 employees;
b. Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied;
c. Takes ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice; (be advised, VAAR 852.212-70 will be included in the solicitation and any resulting award).
7. Company s type of business (small or large) and socioeconomic status whether Service Disabled Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified with the SBA.
8. If services are available on existing contract vehicle (GSA) please provide contract/schedule number.

Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the SAM or GSA website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this sources sought notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts.
