Quick Summary

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a bridge extension to the Environmental Protection Agency (EPA), Region 1's Emergency and Rapid Response Services (ERRS) Contract No. 68HE0121D0005. The extension is necessary to ensure uninterrupted critical environmental cleanup and emergency response capabilities. The estimated value for this 12-month extension is $13,646,074.40.

Purpose & Justification

The EPA Region 1 Superfund and Emergency Management Division (1SEMD) requires this bridge extension due to "unusual and compelling urgency." A lapse in these services would cause serious injury to the government, the public, and the environment. The extension is necessitated by delays in the competitive re-procurement process, including the loss of key personnel and a government shutdown, which have pushed back the award of the follow-on contract.

Scope of Services

The ERRS contract provides fast, responsive environmental cleanup services for releases of hazardous substances, wastes, pollutants, and petroleum products/oil. Key services include:

  • Emergency response and site stabilization
  • Sampling and monitoring
  • Controlling spilled material
  • Waste treatment, restoration, removal actions, transportation, treatment, and disposal. These services are vital for responding to natural and man-made disasters, terrorist activities, weapons of mass destruction, chemical, biological, radiological, and nuclear incidents, and federally declared disaster incidents.

Contract Details

  • Current Contract: Single-award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract No. 68HE0121D0005.

  • Current Expiration: March 10, 2026.
  • Bridge Extension: Maximum of 12 months, from March 11, 2026, through March 10, 2027.
  • Estimated Extension Value: $13,646,074.40.

Future Procurement

This JOFOC is not a solicitation for proposals. The competitive follow-on contract is anticipated to be awarded by November 2026 and will be conducted as a Total Small Business Set-Aside. The incumbent, Environmental Restoration, LLC, may be eligible to compete for this follow-on contract.
