Statement of Work (SOW) / Performance Work Statement (PWS)

The Iowa City VA HCS requires a high-fidelity virtual reality simulator for training and assessing ophthalmic surgeons in phacoemulsification and cataract surgery techniques. The system must simulate realistic surgical conditions.

• Product: Brand Name Only by Haag-Streit. Must be new and include all necessary software, hardware, and accessories for full operational capability.

• Functionality: Simulate common and rare ocular procedures with visual and touch feedback. Must provide video demonstrations, be mobile, and feature stereoscopic 3D visualization with high-resolution binocular display.

• Anatomy Simulation: Real-time rendering of anterior segment anatomy (cornea, iris, lens, capsule, zonules) with dynamic tissue behavior (deformation, tearing, fluid interaction).

• Surgical Simulation: Support for cataract instruments and procedures including incision, viscoelastic injection, capsulorhexis, hydrodissection, hydrodelineation, phacoemulsification, cortex removal, and IOL implantation. Must simulate complications like posterior capsule rupture and iris prolapse.

• Performance Evaluation: Automated objective performance evaluation (instrument path, force, time, tissue damage, efficiency, safety scores), user progress tracking, modular training structure, customizable difficulty, scenario repetition, and proficiency benchmarks.

• Additional Features: Integrated operating microscope simulator, ergonomic headrest/instrument mounts, foot pedal controls for phaco/fluidics, and software-based updates for procedure libraries.

• Services: Professional installation and clinical education/on-site training are required.

• Automated objective performance evaluation and user progress tracking.

• Proficiency benchmarks for each user.

• Delivery Location: Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246

• Warranty: Minimum one-year manufacturer warranty against defects in materials and workmanship.

• Installation & Training: To be scheduled within ten (10) business days from award issuance.

• Contract Type: Firm-Fixed-Priced, one-time supply contract.

• Security & Privacy: Strict adherence to VA information security, privacy language, data protection, encryption, and access control requirements is mandatory. This includes compliance with NIST and FIPS standards, and specific VA directives and handbooks related to IT security, data handling, and incident reporting.

• Records Management: Compliance with NARA and VA records management policies is required, including proper handling, preservation, and disposition of Federal records.

Sources Sought Notice

This is a Sources Sought Notice to conduct market research for the procurement of Brand Name Only Haag Streit USA, Inc. intraocular training equipment. The Department of Veterans Affairs (VA) is seeking to identify potential sources capable of providing these specific supplies and services. This notice also serves to gather information on potential contractors' capabilities and size classifications relative to NAICS code 339113 (Surgical Appliance and Supplies Manufacturing).

• The primary requirement is for Haag Streit USA, Inc. brand name equipment, specifically the HS SIMULATION EYESI SURGICAL CATARACT SYSTEM and associated software, licenses, interfaces, and instruments.
