This document is a Request for Proposal (RFP) for the repair of an SMR-4 rack and pinion elevator at the IAH ASDE Remote Tower in Houston, TX. The FAA intends to award a one-time, standalone, firm-fixed-price contract to the lowest-priced, eligible offeror.

• Repair of the SMR-4 rack and pinion elevator.

• All work must be completed within 30 days after receipt of the bilaterally signed award document.

• The contractor shall furnish all labor, tools, materials, equipment, transportation, and supplies necessary to complete the project.

• Contract Type: Firm Fixed Price.

• Period of Performance: 30 days after receipt of award.

• Offers must be received by 04/17/2026 at 1600 CD local time.

• Evaluation will be based on Administrative Matters and Price.

• Award will be made to the lowest-priced responsible offeror.

• Offers must be submitted in accordance with Section L instructions.

• This acquisition is unrestricted.

• Offerors must be registered in the System for Award Management (SAM).

• Attachments include a Statement of Work (SOW) and a Contractor's Release Form.

• Questions regarding the project/specifications must be received in writing by 04/10/2026.

Statement of Work (SOW)

To restore the tower elevator system at the ASDE Remote Tower (FAA) – IAH, Houston, TX, to a safe, reliable, and fully operational condition, compliant with applicable codes and standards.

The contractor shall provide all labor, materials, tools, equipment, transportation, and supervision for:

• Inspection, diagnostics, and assessment of the existing tower elevator system.
• Repair or replacement of defective mechanical, electrical, and control components.
• Adjustment, alignment, lubrication, and calibration of elevator components.
• Functional testing, load testing, and safety verification.
• Documentation and reporting of completed work.

Work will be performed at the ASDE Remote Tower (FAA) – IAH, 18210 Aldine Westfield Rd, Houston, TX 77032. Contractor personnel will perform work on-site.

• FAA escorted access is required for all personnel.
• All deliverables shall be provided electronically.
• The contractor must provide a report of findings and remediation, a certificate of occupancy and load rating, and participate in Joint Acceptance Testing.
