Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive support services for the JROTC Cadet Leadership Challenge (JCLC) 2026, serving Miami-Dade County Public School District's 18 JROTC programs. The event aims to provide a safe and supervised environment for leadership development, citizenship building, critical thinking, and military-type interaction for approximately 275 Cadets and 50 Cadre.

• Provide all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, and meal services.

• Set up and manage training facilities and course setups, including swimming pool, lake with canoeing, water survival training, rappelling course, land navigation course, COPE course (high and low ropes), rope bridge course, obstacle course, and archery course.

• Lead team-building activities and icebreakers.

• Provide specific contractor-staffed areas such as Rappel Tower/Ziplining, Alpine Tower, Catapult, and Lakefront activities.

• Ensure all training requirements align with the approved JCLC training schedule and are co-located.

• The contractor's existing quality control system will be utilized in accordance with FAR 12.208.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance standards and acceptable quality levels are detailed in the PWS and summarized in Technical Exhibit A.

• Period of Performance: 6-10 June 2026.

• Camp operations: 11:00 AM on 6 June 2026 through 11:00 AM on 10 June 2026.

• Place of Performance: A camp facility located within 280 miles of Miami Springs, FL, capable of providing billeting, food service, transportation, and medical support.

• Lodging: Non-smoking facilities, one individual per bed/cot, max two per room. Separate male/female housing and bathrooms. Separate areas for Cadre.

• Meals: Provide 3,625 meals and 1,300 evening snacks. Serve hot meals (except sack lunches) with a vegetarian option. Menus to be coordinated 10 days prior.

• Medical: Co-located 24-hour climate-controlled first aid station with certified medical personnel and supplies.

• Equipment: Provide 25 two-way radios, 15 gas-powered golf carts (with fuel), canoes, kayaks, paddle boards, life vests, safety boats, archery equipment, etc.

• Staffing: Provide certified trainers for specific activities (e.g., Rappel Tower, Alpine Tower), certified lifeguards, and a qualified Contract Manager available 6:00 AM to 9:00 PM.

• Security: Contractor responsible for physical security of JROTC Staff Operations Center. Contractor personnel are not required to have a security clearance.

• Contract Type: Firm-Fixed Price Service Contract.

• Deliverables: Invoice submitted electronically via WAWF.
