Statement of Work (SOW) / Performance Work Statement (PWS)

To provide co-located meals, lodging, and training facilities for the US Army JROTC JCLC Island Venture 2026, enabling cadets to participate in citizenship-building and leadership exercises in a military-like environment.

• Provide meals, lodging, and facilities for a maximum of 110 cadets and 30 cadre members from June 7-12, 2026.

• Furnish meal services, management, supervision, and labor.

• Provide lodging facilities with separate sleeping, restroom, and shower areas for cadets and cadre, including adequate lighting and beds.

• Offer training facilities including a pool/lake with lifeguards, archery range, COPES course (high/low ropes), and a rappel tower.

• Supply eight (8) golf carts (4-seat passenger and 4 cargo/flatbed) with fuel, 10 canoes with paddles and life vests, and a motorized boat or two canoes for safety escorts.

• Provide two (2) certified lifeguards for water safety training and two (2) certified nurses with first aid support.

• Operate a 24/7 fixed, climate-controlled first aid station with necessary amenities and supplies.

• Provide an administrative building for cadre operations with workstations.

• Meals must be prepared, held, and served at specified temperatures (hot foods >= 140°F, cold potentially hazardous foods <= 40°F).

• Food safety monitoring and recording required.

• Golf carts must be fueled, safe, and operational; non-operational carts for more than two consecutive hours will be considered a failure for the day.

• Performance requirements are detailed in the Performance Requirements Summary (PRS) in Technical Exhibit A, with acceptable quality levels (AQLs) specified.

• Period of Performance: June 7-12, 2026.

• Place of Performance: A contracted facility within a 50-mile radius of Dra. Maria Cadilla de Martinez School in Arecibo, Puerto Rico.

• Contractor personnel are not required to have a security clearance.

• Key Personnel: A bi-lingual (English/Spanish) Program Manager (PM) and an alternate point of contact are required.

• Contractor must adhere to applicable regulations, publications, and manuals, including DA PAM 30-22 for food safety.

• Contract Type: Firm Fixed Price.

This solicitation (W9124D26QA214) is for a non-personal services contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items necessary to support the JCLC Island Venture. The period of performance is from June 7-12, 2026.
