Scope of Work
The requirement involves the teardown, evaluation, repair, and/or modification of DISPLAY CONSOLEs (NSN 7HH 7025-01-641-1852) for stock. Offers for remanufactured, surplus, or new procurement will not be considered. Work must adhere to technical requirements outlined in Sections C, D, E, and attachments. Packaging is required to be in accordance with MIL-STD-2073. The quantity for item 0001AA has been updated to 6 EA.
Contract Details & Requirements
- Contract Type: Request for Quotations (RFQ) for repair/modification services.
- Set-Aside: Not a small business-small purchase set-aside. The Government intends to negotiate with only one source, but will consider responses from all responsible sources.
- Period of Performance: One-year induction period from the date of order.
- Delivery: Required within 76 days.
- Pricing: Offerors must provide a firm fixed or estimated repair price, a new item cost for comparison, and a "not to exceed" price for Test and Evaluation if a unit is beyond repair.
- Data Rights: The Government does not own the data or rights needed to purchase/contract repair from additional sources, and it has been deemed uneconomical to acquire or reverse engineer this data.
- Commercial Items: The Government is not using FAR Part 12, but interested parties may identify commercial item capability within 15 days of the original notice.
- Compliance: CAV RP reporting, Wide Area Workflow (WAWF) for payments, Hazardous material identification (FAR 52.223-3), and Unique Item Identification (UII) per DFARS 252.211-7003 are required.
Evaluation & Submission
- Evaluation Factors: Past performance will be considered more important than price. The Government reserves the right to award to other than the lowest-priced offer.
