Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for establishing a fixed-price order for a weapons storage system for the Harry S Truman VA Medical Center - Multi-Specialty CBOC (Rolla).

• Provide one (1) weapon storage system with 25 total compartments.

• System must offer 24/7 controlled access, a full audit trail, and a 7" capacitive touch screen.

• Must support standalone operation and have USB port for data export.

• Capable of network connectivity and centralized administration.

• Specific compartment configurations required: 20 handgun spaces, 4 semiautomatic submachine gun spaces, and 1 shotgun space.

• All compartments must include RFID readers and foam inserts.

• Cabinet material: Corrosion resistant, durable steel (RAL7021 frames, RAL9003 doors).

• Door material options: Perforated metal, solid metal, or clear polycarbonate.

• Electrical specifications: 100-240V AC input, 15V DC output, with DC12V 7Ah battery backup.

• Environmental: Indoor use, -5°C to +40°C operating temperature.

• Installation: Must be mounted onto a structurally sound loadbearing wall.

• Network: Ethernet with AES-256 encryption, various reader interface options, and alarm interface.

• System must include a PIV compatible reader.

• System must be fully operational upon installation and acceptance.

• During warranty, Contractor shall repair any failure rendering the system inoperable.

• Accurately record user access, compartment access, administrative actions, and transaction history (including date, time, and user credential).

• Grant or deny access within three (3) seconds of successful credential presentation.

• Successfully perform manual and automatic backup functions.

• Successfully generate and export audit reports via USB.

• Period of Performance (PoP): November 2, 2026, through January 31, 2027.

• Initial delivery to an offsite warehouse (location provided post-award).

• Estimated delivery to Rolla Super CBOC: November 2, 2026 – January 8, 2027.

• Estimated installation: December 21, 2026 – January 30, 2026.

• Installation Address: Harry S Truman VA Medical Center - Multi-Specialty CBOC (Rolla), 13063 Old Wire Rd, Rolla, MO 65401.

• All equipment must be new, current production models from a manufacturer of record.

• Contractor shall provide "white glove" installation, including delivery, unpacking, debris removal, and placement.

• Contractor is responsible for protecting existing structures and property.

• Contractor personnel must comply with VA safety, security, and infection-control requirements.

• Contractor must provide a two-year manufacturer's warranty covering defects and normal wear-and-tear, with a two-business-day response time for service requests and ten-business-day repair completion.

• Contractor must coordinate all deliveries in advance with the VA Activations POC.

• Delivery terms: FOB Destination.

• Contractor must provide packing slips with a line-by-line inventory, including item descriptions and serial numbers.
