Statement of Need

The Veterans Health Administration (VHA) requires behavior health mattresses for the Tampa VA Domiciliary. This document outlines the specifications, procurement, and installation requirements.

• Provide and install new behavior health mattresses at the Tampa VA Domiciliary.

• Manage project, procure mattresses, and handle installation.

• Remove and dispose of existing mattresses.

• Provide warranty services for new mattresses.

• Supply all labor, materials, equipment, transportation, and supervision.

• Finished surfaces must be free of defects and withstand staining, flaking, and cracking.

• Furnishings must have smooth finishes with no hazardous projections or sharp corners.

• Detailed technical requirements are in an attachment (not provided).

• Delivery and installation to be completed 8-10 weeks after receipt of order (ARO).

• Installation must be coordinated with the Tampa VA Domiciliary.

• Vendor must provide delivery truck schedule to VA POC at least 24 hours in advance.

• Vendor must coordinate scheduling and phasing with the VA Activation representative.

• Site inspection with VA POC required before commencing work.

• Protect building elements (floors, walls) from damage.

• Repair or replace any items damaged by the contractor.

• Coordinate pick-up and disposal of existing mattresses concurrently with new mattress delivery.

• Provide building protection, load/unload, place/install per floor plan, and dispose of packing materials.

• All products must be installed by manufacturer-certified installers.

• Installers must maintain a professional appearance and adhere to VA safety protocols.

• Existing mattresses, packaging, and waste must be recycled or legally disposed of by the vendor using their own dumpsters.

• Installation to occur during regular business hours (Monday-Friday, 8:00 am - 4:00 pm EST).

• Contact VA POC at least 14 business days prior to starting work.

• A post-installation walkthrough is required.

• Vendor must document and submit photos of any damaged, deficient, or mis-ordered products.

• Remediation plan for deficiencies due within two (2) working days.

• Correct deficiencies within ten (10) business days (or thirty (30) calendar days for non-stock items).

• Final acceptance and sign-off from VA POC required upon completion.

• Vendor must provide timely warranty and service claim responses.

• Provide a Warranty Booklet with maintenance guidelines.

Sources Sought Notice

This is a Sources Sought Notice (SSN) for information and planning purposes only. The Department of Veterans Affairs (VA), Network Contracting Office 8 (NCO 8), is seeking information on potential qualified sources capable of providing installation and removal/disposal of mental health mattresses for the James A. Haley Veterans Hospital-Mental Health Clinic and Domiciliary in Tampa, FL. This notice does not constitute a solicitation, and no contract award will be made based on responses to this SSN.

The contractor will be required to provide and install new behavior health mattresses, remove and dispose of existing mattresses, and provide warranty services for the new mattresses at the Tampa VA Domiciliary. The contractor must supply all labor, materials, equipment, transportation, and supervision necessary.

• Required Information: Interested parties must provide business name and address, contact information, Unique Entity ID (UEI), business size classification (SDVOSB, VOSB, WOSB, Small Business, HUBZone, Large Business, etc.), subcontracting plans, information on existing government contracts, general pricing, a capability statement, and feedback on the attached SOW.

Responses will be used for market research to determine acquisition decisions. If a solicitation is issued, it will be announced separately on Sam.gov. Responders to this SSN must submit a separate proposal to any future solicitation to be considered for award.
