Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA), Network Contracting Office 22 (NCO 22) to gather information on potential sources for Brand Name or Equal Food Carts and Base Stations for the VA San Diego Healthcare System. The government is conducting market research to determine if the acquisition can be set aside for Veteran-owned small businesses or small businesses. A final decision on the set-aside is at the government's discretion.

The requirement is for Burlodge food carts and base stations, specifically:

No gray market items will be accepted. Vendors must be an OEM authorized dealer, distributor, or reseller, verified by authorization documentation.

Interested sources should provide a capabilities statement addressing how they can meet the draft salient characteristics/SOW. Specific questions regarding business size, OEM authorization, manufacturer/distributor status, limitations on subcontracting, Buy American Act compliance, and pricing are requested.

Market research will determine if the acquisition will be set aside for Veteran owned businesses or small businesses. Vendors are asked to indicate their business size status.

This is a Sources Sought Notice, not a solicitation. A solicitation, if issued, will be published on SAM.gov or ebuy.gsa.gov. Responses to this notice are separate from any future solicitation response.

Base Stations (Base "B"-Pod Short):

• Specifications: 30Amp/ 208V, 3 Phase, Total BTU Max 7260/hr.
• Designed for warming meals, used with JSN U0615 Pod.
• Approximate Size: 31.5”W x 40”D x 73”H

Installation and Electrical Work:

• Programming of B-Pod base stations in the main kitchen is required.
• Installation must be per drawings and specs agreed upon by San Diego engineering.
• Installer must be a qualified and experienced Burlodge installer with at least 2-3 VA NFS site installation experiences.

Training:

• Comprehensive training is required.
• Trainer must be a qualified and experienced Burlodge equipment trainer with at least 2-3 VA NFS site training experiences.

Period of Performance: 5 months after Receipt of Order.

Delivery: Installation target of September 2026. Vendor must coordinate delivery, clearly tag items, and include equipment manuals.

Warranty: Minimum 3-year manufacturer’s warranty (labor and parts).
