The work is to be performed at the 731st CE Munitions Storage Area (MSA) at Campia Turzii, Romania.

• Magnitude of Construction Project: Between $100,000 and $250,000.

• Need date: 01 Feb 2026.

• Place of Delivery/Performance/Acceptance/FOB Point: Destination: Baza 71 Aeriana Str, Campia Turzii, Ro 405100.

• Quotes must be submitted via email to the Contracting Officer no later than Friday, 16 Jan 2026, no later than 1500 (EST).

• Quotes must be valid for 90 days.

• Questions or site survey requests must be submitted no later than 12 Jan 2026.

• Evaluation Criteria: Technical Capability, Price, Delivery Terms, and Past Performance.

• SAM registration has been waived for this requirement.

• This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for providing proper soil compaction and earth cover installation for an Earth Covered Magazine (ECM) facility. The project aims to ensure compliance with explosive safety standards, structural integrity, and erosion control, meeting all applicable Department of Air Force and explosive safety regulations for ECM construction.

• Supply compliant earth-cover material meeting specified gradation and size limits, free from harmful matter and oversized stones.

• Place and compact earth cover over the ECM to a minimum thickness of 2 ft [0.61 m] and specified slopes, respecting structural weight limits.

• Install finishing measures (e.g., geotextile, gunnite) as required by soil type and design.

• Execute vegetation and erosion-control measures for surface stabilization.

• Conduct compaction testing, depth verification, and documentation.

• Maintain a minimum of 2 ft [0.61 m] of earth cover at all times.

• Compact earthen material to specifications for structural integrity and erosion control.

• Verify earth cover depth meets the minimum 2 ft [0.61 m] requirement.

• Select and install vegetation that does not damage the ECM structure.

• A reasonable period of performance, accounting for potential weather delays.

• Work to be performed at the designated ECM location as indicated on provided site plans and drawings.

• Earth cover material must be cohesive, free from harmful matter, and not contain stones over 10 lbs or 6 inches in diameter. Prohibits solid or wet clay. Material must pulverize in an accidental explosion.

• Contractor to provide all labor, materials, equipment, and services, including earth cover materials, compaction equipment, finishing materials, vegetation materials, testing equipment, and erosion control materials.

• Contractor must ensure all workers use appropriate PPE and maintain safety protocols for working around explosive facilities.

• Contractor must provide base access requests for all personnel and vehicles (14 days minimum).

• Acceptance criteria include successful compaction and thickness testing, verified cover depth, compliance with explosive safety requirements, delivery of documentation, and approval by government personnel.

• Assumptions include no contaminated materials present and weather conditions allowing work to proceed without prolonged stoppages.
