Request for Information (RFI)

This RFI is for planning purposes to gather information on modern Contract Management Solution (CMS) capabilities and associated services. The Department of Veterans Affairs (VA) is seeking information to support an end-to-end, enterprise-wide acquisition lifecycle management system. This RFI does not constitute a solicitation and does not obligate the government to award a contract.

• Integrated, automated, and data-driven acquisition ecosystem.

• Support for the full acquisition lifecycle: requirements development, planning, pre-award, award, post-award administration, and closeout.

• Enterprise contract writing, document generation, and process workflow capabilities.

• Specific functionalities include: lease agreement management, vendor management, order management, post-award management, requirements collaboration, ratification management, ordering officer management, contract catalog, workload management, FITARA approval, audit and compliance, reporting and analytics, access control, usability, workflow configuration, and data integrity.

• Emphasis on leveraging SMART AI capabilities for improved accuracy, decision support, data quality, and productivity (e.g., data validation, automated document generation, intelligent routing, natural language search, predictive analytics, workflow automation).

• Services required include planning, configuration, integration, testing, deployment, operation, maintenance, and enhancement of the CMS.
