Product Description

This document outlines the requirements for the continued procurement of annual software licensing and reporting services for the Brand Name Walsh QA Inspection Platform. This platform is critical for the Department of Veterans Affairs (VA), Environmental Management Service (EMS) at the Bay Pines VA Healthcare System to ensure uninterrupted quality assurance and environmental inspection functions.

• Walsh QA Inspection Platform: Continued annual software licensing and reporting services.

• Functionality: Supports customizable checklists, accounts, web portal follow-ups, dashboards, and reports.

• User Licenses: Includes inspector licenses (48) and operator user licenses (110).

• Integrations: Requires compatibility with UltraSnap ATP swabs and ATP handheld analyzers for data transmission.

• Ecosystem Extensions: Includes Pest Control, Linen Management, Housekeeping, Fleet Management, and Mattress & Stretcher Accountability.

• Training: Annual on-site training (9 days total) for new and existing EMS personnel.

• Support: Full technical support.

• Consumables: UltraSnap ATP swabs (240 boxes).

• Services: Walsh Quality Success Manager (10 hours/month) and Walsh Enhanced Reporting Program.

• Period of Performance: One (1) 12-month base period (July 1, 2026 - June 30, 2027) and one (1) 12-month option period (July 1, 2027 - June 30, 2028).

• Delivery: Electronic shipping of licenses is required.

• Section 508: Compliance with accessibility standards for Information and Communication Technology (ICT), including WCAG 2.0 Level A and AA Guidelines, Functional Performance Criteria, Hardware Requirements, Software Requirements, and Support Documentation and Services Requirements.

• Sustainable Products: Compliance with relevant Energy Independence and Security Act sections, Energy Policy Act, Executive Order 13221, and FAR regarding ENERGY STAR®, FEMP, and EPA Recommendations.

• VA Technical Reference Model (TRM): Compliance with approved technologies and standards.

• Zero Trust: Implementation of VA Critical Security Controls.

• SSN Reduction: Support for SSN Fraud Prevention Act and discontinuation of SSNs as primary identifiers.

• IPv6: Support for IPv6-Only environments.

• Trusted Internet Connection (TIC): Compliance with OMB M-19-26 and VA Directive 6513.

Request for Information (RFI)

This RFI is for informational and planning purposes to identify qualified vendors capable of meeting the Department of Veterans Affairs' (VA) requirements for the brand name Walsh QA Inspection Platform. This platform is critical for the uninterrupted functionality of the existing quality assurance and environmental inspection system used by the Environmental Management Service (EMS) at the Bay Pines VA Healthcare System. The system supports four critical EMS programs and includes specific licenses and features.

Vendors are requested to provide the following:

• Company Information: Name, CAGE/DUNS, Address, Point of Contact, Phone, Email.

• Small Business Concerns: Indicate if at least 50% of the total amount paid will be to similarly situated firms.

• Technical Approach Summary: Describe your company's approach to meeting the requirements.

• Past Performance: List previous VA contracts with similar work and recommend any existing contract vehicles.

• Product Description Feedback: Comment on the sufficiency of the draft Product Description (PD) and provide technical/functional recommendations or questions.

• Small Business Specifics: If a Small Business, state intent and ability to meet set-aside requirements and provide proposed team members and subcontracting percentages.

• SDVOSB/VOSB Specifics: Indicate if at least 50% of costs will be expended for prime employees or other eligible SDVOSB/VOSB firms. If not, name potential team members.
