Quick Summary
The Department of Veterans Affairs (VA) is conducting market research through a Request for Information (RFI) to identify qualified vendors capable of providing brand name ObservSmart/Invisalert Solutions for patient monitoring and care management. This system is intended for implementation and hosting within the VA Enterprise Cloud (VAEC) to support high-risk patient populations. Responses are due March 3, 2026, at 11:00 AM EST.
Scope of Work
The required solution, InvisAlert, is a programmable, proximity-based rounding system utilizing Bluetooth-enabled devices (e.g., iPads with wristbands) to ensure staff are within 3 feet of patients for documentation. Key functionalities include patient location monitoring, behavior observation, customizable risk flags, prioritized checks, and alerts for missed or overdue checks. The system must integrate with Electronic Health Record (EHR) systems, potentially via HL7 messages or PDF reports, and use unique patient identifiers. It requires 24/7 x 365-day Tier 2 & 3 support, maintenance, upgrades, and cloud hosting. The period of performance is anticipated to be one 12-month base year with four 12-month option years.
Deployment & Compliance
Deployment will be within the VAEC, adhering to VA Cloud First Policy, HIPAA, VA Technical Reference Model (TRM), Zero Trust security controls, and Section 508 accessibility standards. The solution includes InvisAlert software licenses, Environmental of Care modules, Mini iPads, protective cases, reusable beacons, wristbands, charging stations, and text alert services.

Small businesses must indicate their intent and ability to meet set-aside requirements, including proposed team members and subcontracting percentages. Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must specify if at least 50% of costs will be expended for prime employees or eligible SDVOSB/VOSB firms.
