Request for Information (RFI)

This RFI is for information and planning purposes to identify qualified vendors capable of meeting the Department of Veterans Affairs (VA) requirements for System Integration and Device Testing Support for a Venous Care Pathway digital health system. This RFI does not constitute a solicitation, and responses are not offers. The VA is seeking market information on capable sources, best practices, and input on the provided draft Performance Work Statement (PWS).

The contractor shall provide a digital health system to support the VA National Center for Collaborative Healthcare Innovation (NCCHI) in enhancing protocols for diagnosis, stratification, referrals, treatment, and post-treatment care of venous disease. The system must comply with Federal Law and VA requirements and support up to 2000 patients across the VA Palo Alto Healthcare System (VAPAHCS) and Minneapolis VA Health Care System (MVAHCS). Implementation includes software installation, data migration, testing, deployment, technical support, and training for VA staff. The goal is to standardize care protocols for vascular ulcers and implement a digital platform for patients, providers, and executives.

Vendors must submit a capability package including:

• Company Information (Name, CAGE/UEI, Address, POC, Contact Info, SAM.gov/VetCert registration)

• Small business concerns must indicate if at least 50% of the contract will be paid to similarly situated firms.

• A brief summary of the company's technical approach.

• Responses to specific questions regarding the draft PWS, including sufficiency of detail and accuracy of Section 5.0 (Specific Task and Deliverables).

• A Rough Order of Magnitude (ROM).

• Small businesses must detail intent and ability to meet set-aside requirements, proposed team members, percentage of work, and subcontracted requirements.

• Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must indicate if at least 50% of costs will be expended for prime employees or employees of other eligible SDVOSB/VOSB firms, including names of potential team members if applicable.

• Responses are due by November 14, 2025, 10:00 AM Eastern Time.

Performance Work Statement (PWS)

To develop and implement a Venous Care Digital Health System to standardize care protocols for venous diseases and lower extremity ulcers, enhancing Veteran healthcare outcomes. The system aims to improve diagnosis, stratification, referrals, treatment, and post-treatment care.

• Develop and implement a Software as a Service (SaaS) digital health platform hosted on VHA GovCloud servers.

• The platform must be FedRAMP and FISMA authorized, scalable to a national level, and capable of supporting 2000 patients initially in VAPAHCS and MVAHCS.

• Key functions include standardized care protocols, patient-provider communication, disease education, outcome tracking, data integration, and analytics.

• Initial clinical application will focus on vascular ulcers.

• The system will include a patient-facing mobile app and web-based applications for practitioners and leadership.

• Data extraction, transformation, and loading (ETL) from VAEC Azure CDW, with de-identification for analytics, and loading into an S3 bucket.

• System availability of 99.9% with a maximum of 8 hours unplanned downtime per year.

• Compliance with numerous federal laws, VA directives, and NIST standards (e.g., HIPAA, FISMA, FedRAMP, Zero Trust, IPv6, TIC, Section 508 accessibility).

• Contractor must provide a Contractor Project Management Plan (CPMP) and Monthly Progress Reports.

• Security and privacy requirements include background investigations for personnel, adherence to VA security controls, and data protection measures.

• Period of Performance (PoP): 12 months from date of award.

• Place of Performance: Contractor facilities. Travel is not anticipated.

• Contractor personnel must undergo background investigations and complete mandatory VA training (Privacy, HIPAA).

• The system must comply with Federal Identity, Credential, and Access Management (FICAM) requirements, including PIV card enablement.

• Adherence to VA's Veteran-Focused Integration Process (VIP) and Product Line Management (PLM) is required.

• Strict security and privacy protocols, including data encryption, access controls, and incident reporting, are mandated.
