Scope of Work
The contractor shall provide a digital health system to support the VA National Center for Collaborative Healthcare Innovation (NCCHI). This system will enhance protocols for diagnosis, stratification, referrals, treatment, and post-treatment care of venous disease, complying with Federal Law and VA requirements. It must be capable of supporting up to 2000 patients initially across the VA Palo Alto Healthcare System (VAPAHCS) and Minneapolis VA Health Care System (MVAHCS). Implementation includes software installation, data migration, testing, deployment, technical support, and training for VA staff. The goal is to standardize care protocols for vascular ulcers and implement a digital platform for Veterans, care providers, and hospital executives.
Key System Requirements
The system must be a Software as a Service (SaaS) digital health platform hosted on VHA GovCloud servers, with FedRAMP and FISMA authorization, and scalable to a national level. Key functions include standardized care protocols, patient-provider communication, disease education, outcome tracking, data integration, and analytics. It will feature a patient-facing mobile app and web-based applications for practitioners and leadership. Performance standards require 99.9% system availability and compliance with numerous federal laws and VA directives, including HIPAA, FISMA, FedRAMP, NIST, Zero Trust, IPv6, TIC, and Section 508 accessibility.
