This document is a Sources Sought/Request for Information (RFI) issued by Network Contracting Office (NCO) 16 for the Central Arkansas Veterans Healthcare System (CAVHS). The government is seeking information to determine contractor interest, capabilities, qualifications, and industry pricing for Remote Automated Laboratory Systems (RALS) for Hemochron Signature Elites. This is a "Brand Name or Equal" notice, and the government is considering a sole-source award if no responses are received.

• Provide RALS Web3 device software module (quantity 1).

• Provide connectivity and meter/analyzer connections for Hemochron Signature Elites analyzers (quantity 7).

• Provide Results Interface (RALS–LIS HL7) compatible with VistA/CPRS.

• Provide ADT interface for in-hospital patient verification.

• Provide RALS Silver Support Tier for the RALS data management system.

• Provide RALS-Web3 browser-based remote access.

• Ensure compatibility with Hemochron Signature Elites analyzers and VA LIS/VistA/CPRS.

• Provide user documentation and training manuals.

• Provide on-site implementation and training for team supervisors.

• Warranty for the entire contract duration with 24/7 technical support.

• Installation of equipment and software by 10/01/2026.

• Compliance with VA information security, privacy, and records management regulations.

• Period of Performance: Base Plus Four (4) Option Years.

• Delivery Location: Central Arkansas Veterans Healthcare System facilities (Point of Care Department and Cardiac Cath Lab), Little Rock, Arkansas.

• Must address Nonmanufacturer Rule (NMR) compliance, Buy American Act compliance, and Trade Agreement compliance.

• Must provide evidence of OEM authorization if an authorized distributor/reseller.

• Contractors may provide estimated industry pricing for market research purposes.

This is a Sources Sought / Request for Information (RFI) for Remote Automated Laboratory Systems (RALS) for Hemochron Signature Elites at the Central Arkansas Veterans Healthcare System (CAVHS). The Network Contracting Office (NCO) 16 is seeking to determine contractor interest, capabilities, qualifications, compliance with regulations (Nonmanufacturer Rule, Buy American Act, Trade Agreements Act), and estimated industry pricing. This notice also serves as a Notice of Intent to Sole Source if no responses are received. The requirement is for "Brand Name or Equal" products.

The contractor shall provide all labor, tools, materials, equipment, transportation, and supervision necessary for regulated medical waste and reusable sharps container management & disposal services, strictly in accordance with the Performance Work Statement (PWS).

• Place of Performance: Central Arkansas VA Healthcare System facilities (Point of Care Department and Cardiac Cath Lab), 4300 W. 7th Street, Little Rock, Arkansas, 72205.

• Period of Performance: Base Plus Four (4) Option Years.
