This is a Combined Synopsis/Solicitation for commercial services, issued as a Request for Offers (RFO) by the Department of Veterans Affairs. The VA intends to award a Firm-Fixed-Price (FFP) contract for the provision of a turnkey Digital Signage System and Service. This includes all necessary supplies, materials, equipment, labor, supervision, management, and transportation.

• Provision of approximately 230 digital display screens with UHD resolution and minimum brightness of 400 nits.

• Cloud-hosted content management capability.

• Multimedia patient education library and content management platform.

• Centralized administration and remote management.

• Wireless connectivity for system operation.

• Technical support, preventive and corrective maintenance, and warranty coverage for the duration of the contract.

• Installation and activation of all required systems within sixty (60) calendar days after receipt of the Notice to Proceed.

• Onsite and/or virtual training for Government personnel on content management, system administration, and troubleshooting.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: One (1) base year with four (4) one-year option periods, for a total potential period of five (5) years.

• Questions regarding the solicitation must be submitted via email by June 4, 11:00 AM EST.

• Offers must be submitted via email to John.Shultzaberger@va.gov no later than June 12, 2026, by 4:00 PM EST.

• Award will be made to the Offeror whose quotation represents the best value, considering technical capability, relevant experience/past performance, implementation and support approach, and price. Technical capability and past performance are considered more important than price.

• This acquisition is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

• Offerors must be registered and verified in the Small Business Administration (SBA) and System for Award Management (SAM.gov).

• All applicable Federal Acquisition Regulation (FAR) and VA Acquisition Regulation (VAAR) provisions and clauses are incorporated by reference.

• Offerors must be actively registered in SAM.gov at the time of award.
