NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Technology Acquisition Center intends to award a Sole Source, firm-fixed-price contract to Solventum Health Information Systems (HIS), Inc., 575 W. Murray Blvd., Murray, UT 84123-4611, for Health Information Coding, Billing, and Auditing (HICBA): Coding and Reimbursement Systems Plus Software Encoder Software Solution and Support.
Based on the results of market research, including two Request for Information and technical reviews, Solventum HIS is the only responsible source capable of meeting VA s interoperability, security, and integration requirements for the enterprise HICBA Encoder solution. This action will be conducted under Federal Acquisition Regulation Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Solventum HIS provided a proprietary letter dated September 10, 2025, stating that they did not allow other companies to subcontract their services.
The anticipated award date is December 18, 2025, or sooner.
This notice is not a request for competitive proposals. The Request for Proposal will be issued directly to Solventum HIS. Interested parties may submit technical data or capability statements for this requirement solely to demonstrate that competition would be advantageous to the Government.
