Request for Information (RFI) / Sources Sought

This RFI is issued by the Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, for information and planning purposes only. It is not a solicitation. The VA is seeking to gain knowledge of potential qualified sources and their size classification relative to NAICS 541519 (size standard of $34.0 million) for servers and services.

The RFI describes two specific Network Video Recorder Server configurations:

• Item 0001: Platinum 120TB R5, Xeon 5418Y, 64GB RAM, 5yr Basic, 480GB OS R1, Rev03 (Quantity: 7.00 EA)
• Item 0002: Elite 384TB R6, Xeon 5418Y, 64GB RAM, 5YR Basic, 480GB OS R1, rev01 (Quantity: 1.00 EA)

Responses are due no later than 04/24/2026, at 12:00 p.m. Pacific Standard Time (PST) and must be submitted via email to Anette.doan@va.gov. Telephone responses will not be accepted.

Interested and capable sources should provide:

• Company name, address, point of contact.

• Business size status and representations (e.g., SDVOSB, VOSB, HUBZone, WOSB, Large Business).

• Confirmation of small business status under NAICS 541519.

• Manufacturer or distributor status, and country of origin for items.

• Details on any alteration, assembly, or modification if a reseller.

• Information on existing federal contracts (FSS, GSA/NAC, NASA SEWP, etc.).

• Availability of referenced items/solutions on existing schedules/contracts.

• General pricing for products/solutions for market research.

• Capabilities regarding salient characteristics and "equal to" items, with convincing evidence.

• Responses are not offers and cannot form a binding contract.

• Responders are responsible for all associated expenses.

• Responses to this RFI are not a request to be added to a prospective bidders list or to receive a solicitation.

• A solicitation announcement may be published after reviewing responses.

This RFI is issued by the Department of Veterans Affairs (VA), Network Contracting Office 22, for information and planning purposes only. It is not a solicitation. The VA is seeking information on potential qualified sources capable of providing specific servers and related services.

The RFI specifically requests information on the ability to provide the following items:

• Item 0001: Network Video Recorder Server 2022; Platinum 120TB R5; Xeon 5418Y; 64GB RAM; 5yr Basic; 480GB OS R1; Rev03 (Quantity: 7)
• Item 0002: Network Video Recorder Server 2022; Elite 384TB R6, Xeon 5418Y: 64GB RAM; 5YR Basic; 480GB OS R1; Rev01 (Quantity: 1)

Interested sources must submit responses via email to Anette.doan@va.gov by April 24, 2026, at 12:00 p.m. Pacific Standard Time (PST).

Responses should include:

• Company name, address, and point of contact.
• Company's size status relative to NAICS code 541519 (size standard $34.0 million), including certifications (SDVOSB, VOSB, HUBZone, WOSB, Large Business, etc.).
• Whether the company is considered small under NAICS 541519.
• Whether the company is the manufacturer or distributor, and the country of origin for the items.
• If a small business distributor/reseller, details on any alterations, assembly, or modifications made to the items.
• Information on existing federal contracts (FSS, NASA SEWP, etc.) and whether the referenced items are available on those contracts.
• General pricing for products/solutions for market research.
• Capabilities regarding the salient characteristics provided and information on "equal to items," with clear, compelling, and convincing evidence that all "equal to items" meet all required salient characteristics.

This RFI seeks to determine the size classification of potential sources relative to NAICS code 541519. The government will use responses to make acquisition decisions, which may lead to a future solicitation.
