Performance Work Statement (PWS)

To provide non-personal services for food, lodging, training program, and facility usage for approximately 250 cadets and 50 cadre attending the Junior Cadet Leadership Challenge (JCLC) at Camp Manatoc from June 1 to June 5, 2026.

• Meals: Prepare and serve meals (breakfast, lunch, dinner) at the main dining facility, including setup, serving, cleanup, and provision of serving equipment. Menus must be nutritionally balanced, coordinated with the Government POC, and include options for 30 vegetarian meals per serving. Water, electrolyte beverages, and ice will be provided. Bagged lunches will be provided on June 5, 2026.

• Lodging: Provide clean, non-smoking sleeping facilities for 250 cadets and 50 cadre, including beds, mattresses, and wall lockers. Separate toilet and shower facilities for males and females are required, with hot and cold running water.

• Training Facilities: Provide use of a three-sided tower (30 ft tall) for climbing and rappelling, an obstacle course, a land navigation course (min. 2 acres), a large swimming pool (min. 25m length, 3-11.5 ft depth), an athletic field (football field size), and facilities for canoes/kayaks/rowboats.

• Support Services: Provide trained instructors for all training events, six certified lifeguards/spotters for waterfront activities, an onsite facility/operations manager, water stations, portable latrines, and hand wash stations. Medical support includes at least one certified first aid/CPR person and an on-call physician.

• Period: June 1, 2026 to June 5, 2026
