• Offer Due Date/Local Time: 06 May 2026, 03:00 PM.

• Quotes must be submitted via email to the Contract Specialist (CS) Amber Goetz.

• Quotes must remain valid for 60 days after the closing date.

• Electronic submissions via facsimile will not be accepted.

• Offerors must complete blocks 17a, 17b, 30a, 30b, and 30c on SF Form 1449, including Unit Price and Net Amount for all CLINs.

• The government intends to award without discussions, encouraging offerors to submit their best prices initially.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for a Junior Cadet Leadership Challenge (JCLC) / STEM Leadership Academy for 220 cadets and 70 cadre, aiming to increase awareness and interest in STEM-dependent jobs and post-secondary education opportunities.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services for lodging, meals, program training, and facility usage.

• Furnish classroom, lodging, office space, nursing space, furniture, equipment, supplies, gymnasium, management, supervision, and labor for meals and dining facilities.

• Provide STEM training activities including coding, programming, and operating robots.

• Offer WIFI access throughout training and meal serving areas.

• Attend a Resource Working Group on May 15, 2026.

• Be an accredited public institution with an established STEM program.

• Serve food 15 minutes prior to scheduled serving times, ensuring food is ready and facilities are cleaned and sanitized.

• Provide non-smoking sleeping quarters and bathroom facilities for 220 cadets and 70 cadre.

• Provide training facilities, instructors, and equipment.

• JCLC STEM Camp: May 31 - June 5, 2026

• Place of Performance: Contractor's facility within 100 miles of Jackson, TN.

• Provide meals and dining facilities adhering to State of Tennessee Department of Agriculture Food and Dairy standards.

• Menus must be nutritionally balanced, served hot, and coordinated with the Government POC. Accommodations for 20 vegetarian meals per meal are required; no peanut butter or peanut oil products.

• Provide non-smoking lodging with adequate bathroom facilities.

• Provide medical support (six nurses) and 10 chaperones.

• Instructors must be certified in Certified Systems Thinking Associate (CSTA).

• Contractor personnel must identify themselves as contractors and not government officials.

• A firm-fixed price contract will be awarded.

• No security requirement at the time of proposal submission.
