Purpose & Scope

The VA aims to standardize legacy and non-standard telecommunications and data center physical infrastructure, replace end-of-life components, and update design documentation. The scope is strictly limited to on-premises physical infrastructure modernization, explicitly excluding cloud migration, major architectural/structural modifications, utility-side upgrades, central plant mechanical engineering, enterprise IT application migration, server virtualization, storage refresh, compute hardware, or managed services.
Key Requirements & Deliverables
The initiative focuses on hardware-led solutions with bundled ancillary services (site survey, design, engineering, procurement, installation, testing, documentation). Illustrative categories include:

Contract Details
The VA anticipates awarding a Firm Fixed Price Blanket Purchase Agreement (BPA) or an alternative ordering-based strategy. The acquisition will be project-based and deliverables-driven. This is a new requirement with no known funding risks. Set-aside decisions will be made based on RFI responses.
