Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ 36C10B26Q0176) for Brand Name or Equal PAR Excellence commercial products and services. The Department of Veterans Affairs (VA) Technology Acquisition Center is seeking to procure a Brand Name or Equal PAR Excellence Weight-based Inventory Management System to replace obsolete Omnicell cabinets at various VA North Texas Health Care System (VANTXHCS) locations. The system will capture usage data, manage inventory, and identify on-hand quantities and values between the VISTA Generic Inventory Package (GIP) and the PAR bins system.

• Provision and installation of a BNE PAR Excellence system, including all necessary bins, scales, accessories, parts, labor, hardware, and software.

• The system must be weight-based, provide real-time visibility, interface with GIP, and be wall-mounted (not wireless).

• A 3-year warranty for all installed equipment and software.

• Active support agreement for continued maintenance and troubleshooting post-warranty.

• Training for VA Logistics staff (end users, super users, supervisors, and leadership).

• Compliance with VA TRM, Section 508 accessibility standards, and Zero Trust security controls.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 12 months base period, with two 12-month option periods.

• Estimated Value: Approximately $34 Million (as indicated on SF 1449).
