• Clinical & User Focus: Target clinical populations, evidence of efficacy (reduced ER visits), user accessibility options, and features most valued by customers.
• Vendor Operations: Business size, contract vehicles (GSA, GWAC), distributor vs. manufacturer status, additional fees, manufacturing location, supply chain adaptability, expedited delivery, and customer service scope.
• Warranty & Support: Warranty length and process, replacement procedures, return shipping, and policies for lost or damaged devices.
• Data & Security: Data security controls and deactivation/data wiping processes.
• Future Development: Advancements and products in development.

Vendors interested in providing MEAD solutions to the VA should review these questions carefully. Responses will help the VA understand market capabilities and inform future acquisition strategies. The questions highlight specific technical, operational, and support requirements the VA is considering for MEAD procurement.

Sources Sought / Request for Information (RFI)

This document is a Sources Sought notice from the Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) on behalf of the Veterans Health Administration (VHA) Prosthetics Sensory Aid Service (PSAS). It is a request for information and comments regarding Medical Emergency Alert Devices (MEADs) to identify potential vendor interest and capability. This is NOT a request for offers, quotes, or proposals.

• Event: MEAD Industry Day
• Dates: June 23, 2026 - June 25, 2026
• Location: Orlando, Florida
• Format: Oral presentations (1.5 hours per vendor) with scheduled appointments.
• Vendor Presentation Focus: Key features of MEAD devices and responses to provided questions. Supporting literature is requested.

Interested vendors must provide:

• Company Name

• Company Social-Economic Status

• Responses to the attached MEAD Industry Day questions.

If not interested in attending Industry Day, provide the same information with a statement of non-attendance.

• Product Focus: Primarily interested in MEAD devices for home use. Not seeking devices for hospital or outpatient settings. Also interested in new products in development.

• Capability Statement: Include Business Size, Type of Prime Contractor (Large/Small, specific small business categories), Schedule Contract information (if applicable), and whether a distributor or manufacturer.

• Device Specifics: FDA clearance status, additional fees, device types (lanyard, wrist), unique features (fall detection, app integration, GPS), alert methods (text, phone), cellular coverage requirements, backup options, battery life, performance in challenging environments, environmental limitations, interference, clinical populations, outcome evaluation, customer-found useful features, accessibility options, waterproofing, caregiver training, location accuracy, escalation playbook, data security, troubleshooting, manufacturing location, supply chain adaptations, expedited delivery capabilities, product recalls, warranty details, return/replacement process, advancements, products in development, customer service scope, options for users who refuse/forget devices, integration with risk stratification tools, and policies for lost/damaged devices.
