Southwestern Power Administration (SWPA), U.S. Department of Energy (DOE), intends to procure telecommunications support for a 3-year period (beginning 01/11/2026) on a sole source basis from High Country Telecommunications, Inc. AKA: HI COUNTRY WIRE & TELEPHONE LIMITED (UEI: TY14NNSRH975) in accordance with FAR 13.106-1(b).
This Notice of Intent is not a request for competitive quotations. However, interested and responsible sources may submit a quotation, which shall be considered by the agency. A determination by the Government not to compete this procurement, based upon the attached sole source justification and any responses received to this notice, is solely within the discretion of the Government. A draft Statement of Work is attached to this notice.
Interested parties should submit responses via email only, with the subject line: RESPONSE TO INTENT TO SOLE SOURCE FOR 89503626QSW000202
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The SWPA Contracting Office will not be responsible for any costs incurred by interested parties responding to this notice. Only written responses will be accepted and reviewed. If, after reviewing responses to this notice, the Government determines that a competitive solicitation is appropriate, a solicitation may be issued. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.
All submissions become Government property and will not be returned. Interested parties must submit clear and convincing documentation demonstrating their capability to meet the Government’s requirements. Capability statements should include general information and detailed technical background sufficient to demonstrate the ability to provide the required telecommunications support services.
