Performance Work Statement (PWS)

To acquire, implement, and validate an enterprise-wide Software as a Service (SaaS) Radiotherapy Quality Assurance (QA) system. The system aims to standardize, automate, and centralize treatment delivery device QA data acquisition, analysis, and reporting across all VA Radiation Oncology centers.

• Deploy a FedRAMP & VA ATO authorized SaaS cloud-based system.

• Aggregate QA data from vendor-specific radiotherapy treatment devices.

• Automate QA image analysis for specific radiotherapy equipment (e.g., Multi-Leaf Collimators, Cone Beam Computed Tomography).

• Provide customizable QA templates, integrate manual and automated data, and offer advanced trend analysis and reporting.

• Support centralized task scheduling and interface with designated VA systems.

• Ensure compliance with VA's security and interoperability requirements.

• Integrate QA test results from various imaging, treatment planning, and treatment delivery systems.

• Report QA documents and results for review and audit.

• Support alerts for out-of-tolerance QA results.

• Allow unlimited custom QA templates, schedules, and test configurations.

• Secure a VA Authority to Operate (ATO) and FedRAMP authorization.

• Monthly Progress Reports required.

• Continuous Monitoring Monthly Scans and Plan of Action and Milestones (POAM) reports.

• Performance metrics focus on technical quality, meeting milestones, cost/staffing, and management integration.

• Base Period: 12 months from award.

• Four (4) additional 12-month option periods.

• Optional Task One for SaaS Licenses (exercisable up to four times, 12 months each).

• Total potential Period of Performance: up to 60 months.

• Place of Performance: Contractor facilities, with deployment in the cloud and integration at VA medical center healthcare technology management and O&IT environments.

• Compliance with numerous VA and Federal IT security, privacy, and accessibility standards (e.g., FedRAMP, FISMA, NIST, Section 508, Zero Trust, FICAM, IPv6, TIC).

• Contractor personnel require background investigations.

• Specific requirements for AI/LLM development and operation if applicable.

• Deliverables include a Contractor Project Management Plan, Monthly Progress Reports, ATO/FedRAMP artifacts, test plans/reports, integration documentation, sample QA reports, user manuals, training plans, and AI documentation (if applicable).

Request for Information (RFI)

This RFI seeks information for planning purposes regarding an enterprise-wide, vendor-agnostic Software as a Service (SaaS) Radiotherapy Quality Assurance (QA) system and repository for the Department of Veterans Affairs (VA).
