The new system must maintain equivalent performance using existing infrastructure, including the glycol tank, pumps, piping, concrete pad, electrical service, and seawater heat exchangers. Key performance requirements include:

  • Nominal Capacity: 80 tons minimum.
  • Operating Conditions: Reliable operation between -18°C to 46°C (0°F to 115°F) ambient temperatures.
  • Materials: Corrosion-resistant for a marine/coastal environment.
  • Controls: BACnet interface, digital display, alarm diagnostics, freeze protection, low ambient temperature controls, and automatic lead/lag compressor staging. Control must be based exclusively on leaving glycol temperature.
  • Refrigerant: Low-GWP, EPA-approved (e.g., R32 or equivalent).
  • Deliverables: Safety Plan, Project Schedule, Work Plan, As-Built Drawings, and Operation & Maintenance Manual. Training for NWFSC personnel is also required.
