Notice of Intent to Sole Source

This notice indicates the 99th Contracting Squadron's intent to award a sole source purchase order for "805 CTS Solipsys FSR Support." The government believes only one source is capable of providing the required supplies or services due to their unique or highly specialized nature.

This document is a Determination & Findings (D&F) justifying the solicitation of a single source for "805 CTS Solypsis FSR Support." The 805th Combat Training Squadron (805 CTS) requires Field Support Representative (FSR) services for mission planning, troubleshooting, and license upgrades. Market research indicated no other vendors are capable of providing these specific FSR services.

• Field Support Representative (FSR) services for 5 time periods, 3 weeks each.

• 1 each: MSCT Perpetual Right to Use License - Minor Upgrade (vX.N to vX.N+1 or vX.Y.N to vX.Y.N+1), including 1 MSCT Display Server and up to three MSCT Display Perpetual Right to Use Licenses.

• 1 each: Domestic Battlespace Command and Control Center (BC3) Extension Pack - USG End use Only.

• Period of Performance: 1 July 2026 – 30 June 2027.

• Previous award to Solipsys for similar support in FY25 was $129,730.00.
