This Request for Quotation (RFQ) W15QKN-26-Q-1BTD seeks lodging and meal services for the 805th Military Police Company. The services are required within a 50-mile radius of Cary, NC 27519. The North American Industry Classification System (NAICS) code is 721110 – Hotels (except Casino Hotels) and Motels. This procurement is set aside for small businesses.

• Lodging: 40 rooms total (2 single occupancy, 38 double occupancy) for 3 nights.

• Meals: 684 meals (breakfast, lunch, dinner) across the period of performance.

• Specific requirements are detailed in Attachment 0001 – Statement of Work.

• Offerors must quote on all Contract Line Item Numbers (CLINs).

• Room rates must not exceed the GSA per diem rate for the location.

• Contract Type: Firm-Fixed Price (FFP) order.

• Period of Performance: July 9, 2026, through July 12, 2026.

• Submission Method: Quotes must be submitted via email to Michael Grace (Michael.f.grace4.civ@army.mil) and CC Scott Dern (scott.r.dern.civ@army.mil).

• Quote Due Date: June 18, 2026, by 12:00 PM EST.

• Questions Due: June 15, 2026, by 12:00 PM EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Technical capability will be assessed against minimum requirements in the SOW. Onsite assessments of lodging facilities may be conducted.

• Offer Validity: 60 days.

• Set-Aside: Small Business.

• NAICS Code: 721110 (Hotels and Motels).

• Size Standard: $40,000,000.

• Registration: Offerors must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF).

• Offerors may use their own format but must include minimum information required by FAR 52.212-1.

• Third-party providers must submit a description of their technical approach.

• The government reserves the right to make no award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Lodging-in-Kind with Meals for Military Service Members of the 805th Military Police Company attending Home Station Active Duty for Mobilization.

• Lodging: Provide hotel rooms for 76 service members from July 9-12, 2026. Rooms must be within a 50-mile radius of the unit's home station (3677 NC-55, Cary, NC 27519). 40 rooms are required (2 single, 38 double). Rooms must meet specific amenity requirements (TV, internet, iron, alarm clock) and have two standalone beds for double occupancy. Single rooms are authorized for higher-ranking personnel (Commander, First Sergeant, E-9, CW3, O-4 and above). The contractor must provide a rooming roster 2 days prior to check-in.

• Meals: Provide three meals per day (breakfast, lunch, dinner) for 76 service members from July 9-12, 2026 (total of 684 meals). Meals should be served at a chosen restaurant or hotel within 50 miles of the lodging facility. Buffet, sit-down, or catering styles are acceptable. Special dietary restrictions and vegetarian options must be accommodated. Self-service beverage stations are preferred.

• Lodging must comply with DoD Instruction 1015.11 (DoD Lodging Policy), fire and safety codes, and provide daily custodial services. Rooms must be non-smoking and free of pests or hazards.

• Meals must follow Army Regulation 30-22 and all local, state, and federal health and safety guidelines for food preparation and transportation.

• Period: July 9, 2026 (check-in) to July 12, 2026 (check-out) - 3 nights.

• Place: Lodging and meals within a 50-mile radius of 805th Military Police Company, Cary, NC.

• Rooms to be provided at or below prevailing GSA per-diem rates.

• Meals to be provided at or below local government per-diem meal rates.

• Contractor must use Wide Area Workflow (WAWF) for electronic invoicing.

• Government reserves the right to cancel reservations up to 48 hours prior to the start date, waiving lodging charges.
