Evaluation Factors
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors. Non-price evaluation factors, listed in descending order of importance, are significantly more important than price when combined:
- Relevant Past Performance: Government will consider the quality and relevance of past performance, assessing relative risk. Offerors lacking relevant history will not be evaluated favorably or unfavorably.

- Delivery The Government reserves the right to award to other than the lowest-priced offeror and may make an award on initial proposals or negotiate if necessary.
First Article Testing (FAT)

- Contractor Responsibility: The contractor is responsible for all FAT costs, providing necessary parts, and repair during testing.
- Government Cost: An estimated $10,000 for government testing will be added to the offeror's price for solicitation purposes if testing is required.
- Waiver Option: Offerors may request a waiver of FAT if they have previously furnished identical production articles accepted by the Government or OEM within the last three years, using the same production location and processes. Two prices (with/without FAT) should be submitted if a waiver is requested.
